CCPS RFP #26-17: Consulting Services for School Boundary Review and Facility Utilization

Cecil County Public Schools (CCPS), is requesting proposals for CCPS RFP #26-17: Consulting Services for School Boundary Review and Facility Utilization . Proposals are to be submitted via the County's eProcurement Portal via https://procurement.opengov.com/portal/ccps PRIOR TO 2:00 pm on Tuesday, July 14, 2026 . Late responses will not be accepted.

The intent of this Request for Proposals is to solicit proposals from qualified consulting firms to conduct a comprehensive facility utilization evaluation and boundary study for Cecil County Public Schools. The selected firm will assess current infrastructure, analyze demographic trends, and develop strategic, equitable school boundary recommendations to optimize district resources and accommodate student enrollment for twenty-eight (28) comprehensive school buildings.

Cecil County is located in the northeastern corner of Maryland, bordering Pennsylvania and Delaware. The county is primarily rural with denser and growing development around Elkton. Connecting the Delaware River and Chesapeake Bay is the C&D Canal (Chesapeake and Delaware Canal), which bisects the county. Cecil County Public Schools has a diverse student population of approximately 14,400 enrolled students.
