CC51 Airport North Industrial Site Flood Mitigation Project #19152

Sealed Bids for construction of the City of Cleveland, Mississippi Airport North Industrial Site Flood Mitigation Project, DRA Project No. MS-7757, will be received by the City of Cleveland, at the office of the City Hall, 100 North Street, Cleveland, MS, 38732, until 10:00 AM, local time on November 14, 2025, at which time the Bids received will be publicly opened and read aloud.

The project consists of the installation of new 88”x54” ARCH RCP, 48” RCP, & 36” RCP storm drainage piping and the grading/re-shaping of a drainage canal including other incidentals as indicated on the project drawings.

Bidding Documents may be examined free of charge at the office of the Engineer, Eley|McPherson Engineering, PA, 306 Third Street, Cleveland, Mississippi, 38732, Tel. 662-846-0180; at the office of the Cleveland City Hall, 100 North St, Cleveland, MS 38732; or at participating plan rooms. Bidding Documents may be purchased online at cityofclevelandmsplans.com upon payment of the printing charge established by the plan room, which is not refundable. Plan holders will be required to have a valid email address and must purchase the Bidding Documents in order to be eligible to submit a Bid.

Bids may be submitted in person, by mail, or electronically. For delivery in person or by mail, the Bid must be enclosed in a sealed envelope and plainly marked on the outside of the envelope with the following: Bid for the City of Cleveland, Mississippi Airport North Industrial Site Flood Mitigation Project, DRA Project No. MS-7757, to be opened on November 14, 2025, and addressed to The City of Cleveland, 100 North St, Cleveland, MS 38732, Attn: Michelle Arbuckle, City Clerk. In addition, the envelope shall list the bidders Company Name, Company Address, and the Bidder’s Mississippi State Contractor’s License number. The Owner and Engineer assume no responsibility for the premature opening of any bid envelope that is not properly marked. For electronic delivery, Bids must be submitted at cityofclevelandmsplans.com . All electronic Bids must be submitted in portable electronic format (PDF) and must contain the same information, forms, and Bid Security as required for paper Bids.

A mandatory pre-bid conference for the Project will be held on Thursday, November 6th at 11:00 AM at Eley|McPherson Engineering, P.A., 306 Third Street, Cleveland, MS 38732. Bids will not be accepted from Bidders that do not attend the mandatory pre-bid conference.

Bid Security in the amount of five (5) percent of the maximum total bid amount is required. No bidder may withdraw his bid within 60 calendar days after the actual date of opening.

The Owner reserves the right to waive any informality or to reject any and all bids.
