The City of Portsmouth is seeking an experienced and qualified firm or team of firms to respond to Cate Street Bridge Engineering Services RFP . Proposals are to be submitted via the City's e-Procurement Portal via https://procurement.opengov.com/portal/cityofportsmouth . Proposals will be accepted until 2:00 pm on Tuesday, October 21, 2025 .
Project work may include and may not be limited to:

Preliminary Exploration
- Provide necessary preliminary engineering exploration as needed. This shall include, but not be limited to, Wetlands Delineation, Geotechnical analysis, Right-of-Way, Topographical and Utility Survey, etc.

Construction Document Development
- Provide all necessary engineering to provide the City with a construction level design for the scope of work.
- Documents shall include “Issued for Bid” Drawing Package, Engineer’s Cost Estimate, Specifications, and Bid Tab.
- Provide Addenda as needed during bidding process. Provide “Issued for Construction” Drawing Package and revised Specifications after integrating all addendum items after Contract is awarded to the Contractor.
- Provide recordable Easement plans and deed descriptions (If necessary).

Permitting
- The Consultant shall determine the extent of Permits required for the project.
- Provide permit applications and submit the required documents to obtain permits.

Meetings
- Attend a design kick-off meeting and subsequent design meetings as necessary.
- Attend meetings with City staff at regular intervals for review of 30%, 60%, 90%, IFB and IFC drawing sets.
- Attend public information meetings. Assume 1.
- Attend mandatory Pre-Bid meeting with perspective Bidders.
The existing bridge was constructed in 1940 and is comprised of painted steel I-beams and concrete deck. The total length of the bridge is 37’ and the clear span is 30’. The overall width of the bridge is 28’ and carries two lanes of traffic on a 20’ wide paved roadway. There is a 4’ sidewalk on the east side of the bridge. An insulated utility pipe is installed on the exterior face of the upstream exterior girder, assumed to be a water main based on the presence of a fire hydrant on the same side of the road.
