City of St. Albert
The City of St. Albert is requesting proposals from qualified, licensed and professional consulting firms to provide comprehensive review(s), detailed design engineering services and construction management services.
Carrot Creek is a regional watercourse that flows through the northern and western areas of St Albert and outfalls into Big Lake. The Carrot Creek Regional Drainage Master Plan (CCRDMP) was completed in 2022 and assessed the current state of Carrot Creek through geomorphic assessment, site inspections and computer modelling of various stormwater events. Protecting this natural drainage asset, is vital for the long-term sustainability of St Albert’s stormwater management and to support ongoing drainage needs. This project will enhance long term bank stability, preserve riparian areas, improve stormwater conveyance, and ensure the resilience of Carrot Creek.
This project focuses on the detailed design and delivery of the five (5) recommended improvements identified in the CCRDMP which are described in Table 1 of Appendix B. The five priority locations are collectively experiencing bank failures, ongoing erosion issues, localized scouring and flooding issues as described in the CCRDMP. The recommended upgrades included in the CCRDMP generally include erosion protection, riprap, bioengineered options and culvert upgrades and are to be confirmed during detailed design.
Generally, the successful Proponent will:
Receive and provide a comprehensive review of the CCRDMP recommendations and suggest improvements (if required),
Deliver and authenticate required specifications and detailed design drawings during project stages including Issued for Review, Regulatory Approval, Tender, Construction and Plan of Record.
Obtain regulatory approvals and working space agreements.
Provide documentation in alignment with grant funding.
Perform public coordination and consultation as required.
Provide tender support and construction management services. Construction is anticipated to start and finish in Q2-Q4 of 2027.
The work will include coordinating with stakeholders including but not limited to various City of St Albert Departments, Alberta Transportation, Landowners, Alberta Environment and Protected Areas, Department of Fisheries and Oceans, other Authorities Having Jurisdiction, external consultants and CN Rail.
