ADVERTISEMENT FOR BIDS

TOWN OF CLAVTON

CLAYTON, NC

The Town of Clayton (Owner) is requesting Bids for the construction of the following Project:

Carolina Overlook North Phase 1

Bid Project # 700-ELEC-2026-12

Bids for the construction of the project must be received prior to and submitted via, email to

epoppe@townofclaytonnc.org until 2 PM local time on Tuesday, April 21, 2026.There will not be a

Public Bid Opening since this an informal bid.

The email subject line must state the bid number and bid name.

The Project includes the following Work:

To Install utility power infrastructure in the Carolina Overlook North Phase 1 Subdivision

The Project has an expected duration of 90 days.

Pre-bid Conference

A NON-MANDATORY pre-bid conference for the Project will be held on Thursday, April 2 at 10 AM at Town

of Clayton Operations Center, 653 Veterans Pkwy, Clayton, NC 27520. Attendance at the pre-bid

conference is encouraged but not required.

Instructions to Bidders:

PLEASE READ ALL INSTRUCTION CAREFULLY BEFORE PREPARING AND SUBMITTING YOUR BID.

All bids shall be prepared and submitted in accordance with the following requirements. Failure to comply

with any requirement shall cause the bid to be considered irregular and shall be grounds for rejection of the

bid.

1. The bid form furnished by the TOWN OF CLAYTON with the invitation to bid shall be used and shall

not be altered in any manner.

2. The Bidder shall submit a lump sum bid for the project.

3. All bids shall be valid for a period of 90 days.

4. The bid shall be properly executed. All bids shall show the following information:

a. Name of the individual, firm, corporation, partnership, or joint venture submitting a bid.

b. Name of individual or representative submitting bid and position or title.

5. The bid shall be submitted via email as per the General Notice Section at top of page.

6. The bid shall not contain any unauthorized additions, deletions, or conditional bids.

7. The Bidder possesses a valid, Unlimited PU (Electrical – Ahead of P.O.D.) license as issued by the

North Carolina Licensing Board for General Contractors.

8. The bidder shall not add any provision reserving the right to accept or reject an award, or to enter

into a contract pursuant to an award.

QUESTIONS AND REQUEST FOR CLARIFICATIONS

All Questions and Request for Clarification must be emailed to epoppe@townofclaytonnc.org by April 9,

by 2 pm local time. No questions or requests for clarifications will be accepted after this time.

Responses to questions will be issued in the form of an addendum and issued by 4 PM, local time on

April 13 (if needed) on the North Carolina eVP website. The issuance of such written responses is

the only official method by which interpretation, clarification, or additional information will be given by

the Town. Only requests answered by formal written responses will be binding. Oral and other

interpretations or clarifications will be without legal effect.
