PUBLIC NOTICEINVITATION FOR BID NO. PC25-008 CARL GRAY PARK MAINTENANCE DREDGING

The City of Panama City, Florida, a Florida municipal corporation located in Bay County, Florida (“City”), will receive bids for the Invitation for Bid (IFB) No. PC24-008~Carl Gray Park Maintenance Dredging project until 2:00 p.m. CT on Friday, December 20, 2024, at which time the bids received will be opened and read publicly in City Hall, Purchasing Division, Room 238 located at 501 Harrison Avenue, Panama City, Florida 32401.

Addenda, if any, will be posted on the City’s website at https://www.panamacity.gov/bids.aspx and on the City’s Bonfire Portal at https://panamacity.bonfirehub.com/portal/?tab=openOpportunities . Please review all documents pertaining to this IFB before submitting the requested information.

A non-mandatory pre-bid meeting for this project will be held on Friday, November 22, 2024, at 2:00 p.m. CT at the City of Panama City, City Hall, Lower Level, Room 010, 501 Harrison Avenue, Panama City, Florida 32401. Attendance at the pre-bid meeting is encouraged but not required.

Bids should be submitted through the City’s Bonfire portal at https://panamacity.bonfirehub.com/portal/?tab=openOpportunities . All bidders must be registered with the Bonfire Portal. No bid may be withdrawn for a period of sixty (60) days after the scheduled closing date for the receipt of bids.

For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders and Specifications that are included in the bidding documents.

The City of Panama City shall accept the bid of the lowest most responsible bidder that best meets the needs of the City, taking into consideration, among other things, the financial responsibility of the bidder, capability to perform the contract on a timely basis, previous satisfactory performance, and such other abilities of the bidder that the City, in its sole discretion, determines will enable the bidder to perform effectively and efficiently.

Panama City reserves the right to accept any Bids deemed to be in the best interest of the City, to waive any minor irregularities, scrivener’s errors, minor omissions, minor deviations, and/or technicalities in any Bids, or to reject any or all Bids and to re-advertise for new Bids, in accordance with the applicable sections of the Florida Statutes, the City Charter and City Code, and this IFB. The responsibility for submitting a Bid before the stated time and date is solely and strictly that of the Responsive Bidder. The City is not responsible for any delayed, late, lost, misdelivered, or non-delivered Bids, no matter the cause.

The City reserves the right to accept or reject any and all bids, proposals, competitive or otherwise, in whole or in part, to waive minor informalities in the solicitation documents, to obtain new bids, or to postpone the bid opening pursuant to the City’s purchasing policies as they may deem in the best interest of the City.

The City shall not be liable for any costs incurred by any bidder in connection with its response to this IFB. The City reserves the right to reject any and all bids, to waive any informality in any bid, to solicit and re-advertise for new Bid submittals or to abandon the project in its entirety.
