This is an official notice to interested parties and prospective offerors that the Department of Energy (DOE) is releasing the Request for Qualifications (RFQ) pertaining to a Realty Agreement for Carbon Pollution-Free Electricity (CFE) Project(s) at the Savannah River Site. Offerors shall submit a narrative, with supporting figures and schematics, as needed, describing the overall project and the proposed CFE technology. For CFE technologies that are not in widespread usage, the Offeror shall include a detailed description of the technology including a discussion on the level of technology readiness. The narrative shall indicate the approximate location within the available Property that is preferred and shall include a conceptual layout of the facility, required acreage, expected annual MWh generation, discussion of specific site considerations relative to design, construction and operation of the CFE facility. The project description shall also include discussion with supporting figures and schematics, as needed, of the transmission facilities, system components and ancillary equipment. Should the offeror desire to include within the scope of their response the construction of facilities other than power generation, e.g., clean hydrogen plant, data center, etc., the offeror must include details at a level like the level of detail required for the CFE generation facility.
