II. Scope of Services
A. Background
The mission of the Division of Public Health is to protect and enhance the health of the
people of Delaware. The Division accomplishes its mission by:
* working together with others;
* addressing issues that affect the health of Delawareans;
* keeping track of the State's health;
* promoting positive lifestyles;
* responding to critical health issues and disasters;
* promoting the availability of health services.
The accomplishment of this mission will facilitate the Division in realizing its vision
of creating an environment in which people in Delaware can reach their full
potential for a healthy life.
Project Background:
The selected vendor will support multiple deliverables and evaluation activities relating to
Delaware's grantee status in three federally funded programs:
1. The National Comprehensive Cancer Control Program (NCCCP) provides funding,
guidance, and technical assistance to carry out and evaluate statewide cancer
control plans, with the goal of decreasing cancer incidence and mortality while
addressing social determinants of health to achieve health equity.
2. The National Breast and Cervical Cancer Early Detection Program (NBCCEDP)
provides funding, guidance, and technical assistance to states to help low income,
uninsured, and underinsured women access timely breast and cervical cancer
screening and diagnostic services.
3. The National Program of Cancer Registries (NPCR) supports population-based
cancer registries, such as the Delaware Cancer Registry, to collect, manage, and
analyze data on cancer incidence and mortality. These data inform state and
national cancer control efforts, track trends, and evaluate program impact.
4. May also support requests for program information received from the Delaware
Cancer Consortium (DCC). The DCC is a governor-appointed council that aims to
reduce cancer incidence and mortality in the state and guides the activities of the
Bureau of Cancer Prevention and Control.
