Paper Quotes must be sealed. In addition, the outside of the envelope, box, or package containing
the Quote should be marked with the following information. Name and Address, State
Contractor's License Number (if the estimated cost of the work is $50k or more), Quote Number,
and the Quote Name. Quotes submitted without this information may be deemed non-responsive.
A non-mandatory pre-quote meeting will be held at 9:00 AM on Tuesday, April 28, 2026, at
the Camp Salmen Nature Park located at 35122 Parish Pkwy, Slidell, LA 70460. We will
meet at the pavilion by the playground. Attendance is not mandatory but highly
recommended.
Quotes will be received by the St. Tammany Parish Government Department of Procurement,
located at 21454 Koop Dr., Suite 2F, Mandeville LA. 70471 from each quoter or his agent and
given a written receipt, by certified mail with return receipt requested, or electronically at
www.bidexpress.com.

CAMP SALMEN NATURE PARK PLAYGROUND
PART I: OVERVIEW
1.1 Background
St. Tammany Parish Government is requesting a Contractor to provide all labor, materials, and
equipment to install approximately 5,651 square feet of turf over existing poured-in-place
surfacing, as well as install 1,536 square feet of new turf and padding over a stone base. The
Contractor shall also provide and install a 60'LX50'WX12'H Eave Hip Shade structure to cover
the playground area, and install a 3 bay 8' swing frame with shade and swing set belt seats or
comparable in the area with the new turf at the Camp Salmen Nature Park Playground, 35122
Parish Pkwy, Slidell, LA 70460.
1.2 Definitions
A. Shall - The term "shall" denotes mandatory requirements.
B. Must - The term "must" denotes mandatory requirements.
C. May - The term "may" denotes an advisory or permissible action.
D. Should - The term "should" denotes a desirable action.
E. Contractor - A Respondent who contracts with the Parish.
F. Parish - St. Tammany Parish Government.
G.Discussions- For the purposes of this Quote Request, a formal, structured means of conducting
written or oral communications/presentations with responsible Respondents who submit quotes
in response to this Quote Request.
H. Quote Request - The Quote Request and any attachments and amendments thereto.
I. Respondent - Person or entity responding to this Quote Request.
J. Agreement - A contract between the Contractor and the Parish.

1.4 Quote Submittal

Respondent is solely responsible for ensuring that its courier service Contractor makes inside
deliveries to our physical location. The Parish is not responsible for any delays caused by the
Respondent's chosen means of proposal delivery.
Respondent is solely responsible for the timely delivery of its proposal. Failure to meet the Quote
Due Date shall result in rejection of the quote.
In the event that Contractor is a member of a corporation, partnership, L.L.C., L.L.P., or any other
juridical entity, as an additional provision, Contractor should supply a certified copy of a corporate
resolution or other written evidence of authority of the person signing the quote/proposal.

PART II: SCOPE OF WORK/SERVICES
2.1 Scope of Work/Services
Contractor Qualifications:
* Contractor should be licensed for Building Construction through the Louisiana Board of
Contractors;
* Contractor should be a Qualified Contractor with the National Playground Contractors
Association Inc.;
* Contractor should have a current certification as a Certified Recreation Installation
Specialist (RISC) and Certified Playground Safety Inspector (CPSI) for at least one
employee; and
* Installer should carry the designation of a Certified Synthetic Turf Installer from the
Synthetic Turf Council.
All qualifications and certifications should be included with the bid submitted.
Turf Specifications:
Colors: Primary yarn - field green; Thatch yarn - fresh green and tan (colors vary with
manufacturers)
Environmental: Meets EN71-3 (European Toy Standard) and EPA/ RCRA regulations for toxic
waste and heavy metals

Shade/Fabric:
The shade fabric shall be made of UV-stabilized cloth manufactured by Alnet Americas or an
approved equal. The high-density polyethylene material shall be manufactured with tensioned
fabric structures in mind. The fabric knit is to be made using monofilament and tape filler, which
has a weight of 9.38 to 10.32 oz. sq. yd. Material to be Rachel knitted to ensure the material will
not unravel if cut. Cloth meets fire resistance tests of Alnet Americas Extra Block: California State
Fire Marshall Re. F-93501.
Thread:
* Shall be 100% expanded PTFE fiber with high strength and low shrinkage
* Shall have a wide temperature and humidity range
* Abrasion-resistant and UV radiation immunity
* Shall be unaffected by non-hydrocarbon-based cleaning agents, acid rain, mildew,
chlorine, saltwater, and pollution
* Lockstitch thread-1200 denier or equal
* Chain stitch thread- 2400 denier or equal
* Fabric to carry a minimum of ten (10) years warranty
On-site sewing of fabric will not be accepted. All corners shall be reinforced with extra non-tear
cloth and a strap to distribute the load. The perimeters that contain the cables shall be double-
lock stitched.
Steel Tubing:
* All fabricated steel must be in accordance with approved shop drawings and calculations
* All steel is cleaned, degreased, or etched to ensure proper adhesion of superdurable
powder coat in accordance with the manufacturer's specifications
* All steel used on this project needs to be new and accompanied by the mill certificates if
requested. Structural steel tubing up to 5"-7 gauge shall be galvanized per Allied Steel
Flo-Coat specifications. Schedule 40 black pipe fabrications shall be sand-blasted and
primed.
* All non-hollow structural shapes comply with ASTM A-36, unless otherwise noted
* All hollow structural steel shapes shall be cold-formed HSS ASTM A-53 Grade C, unless
otherwise noted.
* Plate products shall comply with ASTM A-36.
* All non-galvanized steel must be coated with rust-inhibiting primer prior to applying the
superdurable powder coat. Primer shall be Marine Grade Cardinal Industrial Finishes
Corp E396-GR1372 epoxy super durable powder coating, semi-gloss smooth zinc-rich
primer, or equal.
