This is a sources sought synopsis only, not a solicitation announcement. This sources sought synopsis does not constitute a request for proposal, request for quote, invitation for bid, nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. The United States Coast Guard (USCG) is conducting market research to seek sources and to gain knowledge of available production facilities that may be of interest to the USCG.

The purpose of this sources sought is to gain knowledge of commercially available services that may be of interest to the USCG. The USCG is looking for companies capable of providing Calibration and Repair Services. The required services include testing, calibrating, repairing, modifying, certifying, storing, safeguarding, transporting, adjustments and performing traceable measurement documentation. The Contractor shall provide all parts, labor, tooling, test equipment and facilities necessary to perform calibration and repairs of tools and equipment. Approximately 4,377 pieces are issued out each year or 365 pieces per month. This averages approximately 42 pieces each pickup. Non-Emergent calibrations are expected to be returned within ten (10) business days of pickup.

The types of calibration measurements to be performed include but are not limited to direct current (DC) voltage, DC resistance, DC current, alternating current (AC) voltage, AC current, mass, pressure, temperature, humidity, capacitance, inductance, frequency, torque, dimensional flatness, length, angle, and thread.

The proposed North American Industry Classification System (NAICS) code for the future acquisition is 541380- Testing Laboratories and Services. The size of business pursuant to NAICS 541380- Testing Laboratories and Services is $19.0M.

SOURCES SOUGHT RESPONSES:

Responses to this notice should include Company Name, Address, Telephone Number, Point of Contact (POC), and Cage Code.

All Contractors, qualified to provide Calibration and Repair Services, should submit a response presenting sufficient information to substantiate that:

1. Is the Company a Small or Large business?


2. Is the Contractor’s facility located within a 100-mile radius of from the USCG base in Elizabeth City, NC?


3. Does the Contracting Company have at least one (1) of the following certifications and if so, which?
   
   a. ISO 17025
   
   b. American National Standard Institute/National Conference of Standards Laboratories Z540 Accreditation
   
   c. Joint Naval Audit Certification


4. Can the Contractor provide delivery and pickup Tuesdays and Thursdays of each week?


5. Can the Contractor provide a ten (10) business day turnaround on non-emergent calibrated items?


6. Can the Contractor provide monthly onsite visits to calibrate non-portable items located at the USCG facility in Elizabeth City, NC?

After the review of the responses to this sources sought announcement, and if the USCG still plans to proceed with the acquisition, a solicitation announcement will be published on the SAM.Gov website. Responses to this sources sought synopsis are not adequate response to any future solicitation announcement. All interested offerors will have to respond to the solicitation in addition to responding to this sources sought synopsis. Responses to this sources sought synopsis are NOT a request to be added to a prospective offerors list or to receive a copy of the solicitation.
