The Parks, Culture and Recreation Department through the City of Panama City, Florida, a Florida municipal corporation located in Bay County, Florida (“City” or “Owner”), seeks proposals from experienced and qualified food service vendors (“Proposers”) to lease, operate, and manage the Café & Concession facility located in the Martin Luther King Recreation Center located at 705 E. 14th Street, Panama City, FL 32401 (the “Project”). The Project scope of services includes procuring, storing, preparing, and serving quality healthy foods and beverages to the visiting public.

A voluntary pre-proposal meeting is scheduled for Wednesday, October 15, 2025, at 2:00 p.m. Central Time (CT) at the Human Resources Conference Room 120 located at 501 Harrison Avenue, Panama City, FL 32401. The pre-proposal meeting is encouraged but not required.

. Any bids received after the specified date and time will not be accepted.
No proposal may be withdrawn for a period of sixty (60) days after the Proposal Submission Date.
The City may accept the proposal of the responsive and responsible Proposer that best meets the needs of the City, taking into consideration, among other things, cost effectiveness, the financial responsibility of the Proposer, capability to perform the contract on a timely basis, previous satisfactory performance, and such other abilities of the Proposer that the City, in its sole discretion, determines will enable the bidder to perform effectively and efficiently.
The City reserves the right to accept or reject any and all proposals, competitive or otherwise, in whole or in part, to waive minor informalities in the solicitation documents, to obtain new proposals, or to postpone the bid opening pursuant to the City’s Purchasing Policy as they may deem in the best interest of the City.
The City shall not be liable for any costs incurred by any proposer in connection with its response to this RFP. The City reserves the right to reject any and all proposals, to waive any informality in any bid, to solicit and re-advertise for new proposal submittals or to abandon the project in its entirety.
