1- To update that the certification as a SDVOSB must be through SBA and may be confirmed with either the Veterans Certify database or the SBA Dynamic Small Business Search (DSBS) database, based on updated information from SBA obtained since the original request was posted.
2- To provide response to all timely questions received.
3- Inform interested parties that the VA intends to consider the team proposed on the SF330 the team if a firm is selected as most highly rated, requested to submit a price proposal, and subsequently receives an award. VA intends to include FAR 52.244-4 in any resulting award, requiring advance notice to the contracting officer to obtain approval for any substitutions.
Questions and Answers
Question: Can the VA please clarify what work is expected to be completed by the selected contractor within the 14-day time period stated in the solicitation? Is the 14-day time period pertaining to data collection/field work, or filed work and all final deliverables?
Answer: The set days from notice to proceed in the SOW is the time to complete all work in scope. Please see attached for revised SOW.
Question: If selected, could the VA make available design plans prior to the filed work to make appropriate field collection plans?
Answer: There is no current design. The extents for TOPO are in the SOW and need to be equally detailed through those extents. All work required is set forward in the SOW for the A/E to make appropriate plans.
Question: While submission instructions state that no more than four (4) and no less than two (2) examples of recent and relevant experience in projects with similar complexity are to be included, are projects permitted to exceed one page in length provided the maximum allowable page count is not exceeded?
Answer: In the absence of any specific to requirement or section page limit, the overall maximum allowable page count governs. Any pages in excess of any specific limits will not be considered.
Question: For 3.3: will we be using our own templated/CAD standards for this work or will we need to use approved VA templates and layers?
Answer: You will need to use VA standards.
Question: For 4.1: 14 calendar days is a very quick flip on our for both field and office efforts. Is there a way to extend this deliverable turnaround time?
Answer: Please see attached, revised SOW that supersedes the previous SOW.
Question: For 4.2: this scope of work appears to fall within the limits of Tax Lot 361W17 00800 and does not have boundary/right-of-way directly impacting the site. Can we assume no boundary or right-of-way resolution will be required, or any ties to the existing boundary/right-of-way of Tax Lot 800 will be needed (i.e. for easement or other site purposes)?
Answer: No boundary or right of way exists for this project.
