SOLICITATION FA857125R0014 is issued as a Request for Proposal (RFP). This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being conducted under FAR Part 15 Procedure as a Request for Proposal (RFP) No. FA857125R0014. This solicitation is being solicited as a 100% total small business set-aside.

Proposals should be emailed to Phillip Braswell, (phillip.braswell.1@us.af.mil) and Joshua Sharpe, (joshua.sharpe.6@us.af.mil) no later than 11 August 2025, 12:00PM, EST.
Questions and Government responses will be incorporated to this posting via an additional Q&A attachment. The Government requests that all questions and requests for information (RFIs) are submitted NLT 4 August, 12:00 PM EST to afford time to review and respond. The contracting officer will determine if any responses or potential delays may require an extension to the due date for proposals prior to the closing of this request for proposal.
The Government will be holding a site visit on 21 July 2025 @0900 EST. THOSE WISHING TO ATTEND PLEASE BE SURE TO ARRIVE AT THE VISITORS CENTER, LOCATED AT THE END OF WATSON BLVD, NLT 0820 EST ON THE DATE OF THE SITE VISIT. All interested parties who wish to attend may submit their interest via email to Phillip Braswell, phillip.braswell.1@us.af.mil, and Joshua Sharpe, joshua.sharpe.6@us.af.mil with the following attendee information for attendance:

- Driver's License State
- Date of Birth
For an individual intending to drive on base:
- Ensure They Bring Current Vehicle Insurance/Registration Information
Individuals will be subject to a background check prior to accessing the facility. Please ensure this information is provided NLT COB 17 July 2025. Personal Protective Equipment (PPE) is recommended for attendance to include: Safety Glasses and Ear Plugs when accessing the site.
In accordance with FAR 9.104-1, prospective vendors/interested parties must provide documentation that demonstrates they have adequate financial resources, or the ability to obtain them, to perform the work required in this solicitation. Included in this documentation should be: 1) A narrative statement from your company on how you can successfully cover your financial responsibilities if awarded this contract action. Your narrative should be able to explain how your company can carry that debt during and up to completion of contract. 2) Any substantiating documentation that you feel would bolster your position. Examples of substantiating documentation can be found at DFARS 232.072-2.
A pre-award survey will be requested through DCMA to determine financial capability as a part of the government's evaluation of proposals.
DFARS 252.204-7020 NIST SP 800-171 DoD Assessment Requirements applies to this acquisition. This clause requires vendors to achieve a self-assessment score of 110 to be considered satisfactory.
