The C-17 Program Management Office has a requirement that is for a firm-fixed price contract for NSN: 1730-01-246-1540, Lock, Aircraft Ground Safety, P/N: 17G140004-1, which includes one First Article, one First Article Test Plan, and one First Article Test Report.
The C-17 aircraft rudder pedals are used to position the rudder control surfaces, steer the aircraft, and to activate the brake system. At the organizational and depot levels of maintenance, there is a requirement to remove and replace the rudder pedal force transducer. Prior to performing this task, the rudder pedal assy, which controls rudder control surface motions, must be made inoperative. A device is required which will lock the rudder pedals to make them inoperative when work is being performed to remove and replace the rudder pedal transducer. To meet the requirements of Part I, Functional Analysis, the newly developed CFE rudder pedals aircraft ground safety lock, part number 17G140004-1 is recommended. The lock is designed so that when attached to both pedals, the rudder control surfaces cannot be repositioned by an input from the pedals. The aircraft braking system can still be used while the locks are installed. The lock will have adjustment capabilities, using captive adjustment screws, to compensate for accumulative tolerances which may occur between various rudder pedal assys. The lock is intended to be installed when work is being performed on the rudder system upstream of the hydraulic control valve. When working downstream of the hydraulic control valve all hydraulic systems shall be depressurized, all hydraulic pump circuit breakers shall be pulled and tagged and the rudder trim circuit breakers shall be pulled and tagged.
Delivery is FOB Destination with shipments in the continental United States. This requirement will be solicited as a Total Small Business Set Aside. All responsible sources may submit a quotation which shall be considered by the agency. The Government will utilize the Past Performance Information Retrieval System (PPIRS), Excluded Parties List System (EPLS), and other Government databases to determine contractor status before evaluating proposals. Proposals will be evaluated based on the criteria stated in the RFQ. All data for this weapon system is considered EXPORT CONTROLLED. It is anticipated that the RFQ will be released on or around 20 May 2024.
