This requirement is conducted under the Federal Acquisition Regulations (FAR) 13.106-1(b) and FAR 6.302-1. This is a notice of intent to award a sole source procurement action and is not a request for competitive proposals or quotes. Firms who desire to challenge this sole source must submit an interest letter that demonstrates your firm’s ability to provide an equivalent service as described below (Provide logical follow-on re-design services resulting from archaeology report, Cultural Historic, and survey’s received after the award was issued and required documents were provided for previous Title I Services under the same project). Interested parties must provide rationale as to why they should be considered. The National Park Service intends to negotiate a firm fixed price purchase order with Vanasse Hangen Brustlin, Inc. (VHB) 351 McLaws Circle, Suite 3 Williamsburg, Virginia 23185. The NAICS Code is 541310, Architectural Services. THIS NOTICE IS NOT A REQUEST FOR COMPETITVE QUOTES, and no solicitation will be issued; however, any firm that believes it can meet the requirement may give written notification to edward_dingle@nps.gov no later than September 12, 2025, 1:00pm EST. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements attached. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice in no way obligates the Government to award any contract nor is the Government responsible for any costs incurred by responding to this notice.
GENERAL DESCRIPTION OF WORK:
Architecture & Engineering (A&E) Design Services for a Project to Reconstruct Rafinesque Hall Cave Trail within Mammoth Cave National Park, Edmonson County.
SCOPE OF SERVICE REQUIREMENTS:
Task 1: Update Trail Construction Drawings and Specifications for "No-Dig" Requirements Objective: Revise construction drawings and specifications to reflect "No-Dig" requirements for Rafinesque Cave Trail, ensuring alignment with SHPO and NPS historical and archaeological standards.
Scope:
• Review all existing 100% construction drawings and specifications.
• Revise both drawings and specifications to clearly state that all work must remain on the surface layer without excavation, grading, or subsurface alteration.
• Defining the starting point of the "No-Dig" approach at the existing trail edge near Little Bat Avenue and extend forward along the trail. A conference call will be held following NTP to confirm the limitation of “no-dig” areas.
• Specify surface-only installation of pavers and lint guards using approved, non-intrusive anchoring methods.
• Submit updated drawings and specifications to the park for review and approval.
Task 2: Incorporate Constraints into Updated Documents
Objective: Ensure the revised drawings and specifications reflect all constraints necessary to protect historical and natural features.
Scope:
• Integrate SHPO requirements for maintaining visibility of natural features and avoiding direct lighting impacts.
• Ensure trail alignment and gather space expansion remain within previously developed and cleared areas, as shown in Attachment 1 (NPS is to provide Attachment 1 prior to beginning of the re-design).
• Submit updated documents for Park review and comments, with revisions applied as needed.
Task 3: Finalize Updated Construction Document Package
Objective: Deliver a fully-up-to-date construction document package, incorporating all Park feedback and finalizing both drawings and specifications.
Scope:
• Incorporate final Park and SHPO feedback into both specifications and drawings to address all constraints and requirements. Park is to coordinate with SHPO.
• Submit a finalized package in combined PDF format and individual files, including updated specifications and drawings.
• Ensure all final drawings retain the original engineer’s seal and date from the initial 100% CDs, where applicable. NPS is to clarify if all sheets are to be redated, or only the revised sheets.
