New Castle County is seeking sealed proposals for Property Maintenance (Yard Work).
GENERAL
New Castle County is seeking bids for Property Maintenance. This contract is for yard work
and trash hauling, as defined below, at incidental sites throughout New Castle County.
Contractor will be issued individual task orders for each site.
All of the generally proposed work will be on an as-needed basis and such work will be
communicated via electronic mail. The contractor will commence work within three (3)
business days of notification by New Castle County. All work is to be confirmed by
electronic mail within one (1) business day of receipt. Upon the work being completed,
New Castle County requires to be notified via electronic mail within three (3) Business
Days of the work's completion. The schedule will be extended day-for-day in the case of
inclement weather.
If an emergency cleanup is required, we will note this on the communication sent that we
need the work to be performed and completed within 24 hours. If such time frame cannot
be met, this needs to be communicated back within one (1) business day.
Vendor must have all applicable federal, state and local licenses and must perform work
in accordance with all federal, state and local laws and regulations.
Vendor must have the ability to use the Delaware Solid Waste Authority (DSWA) landfill.
Vendor will use DSWA or other County approved disposal sites as appropriate to type of
waste involved.
VENDOR COMPENSATION FOR NON-PERFORMANCE OF SERVICES
New Castle County will allow the vendor to charge the County a $60 flat fee for
responding to a work order that does not need to be carried out. The County will require
photographic evidence that the property was cleaned. Also, communication to the
County must occur within one (1) business day of the work crew arriving at the property

AND this must have occurred within three (3) business days of the notification to perform
the work (or one (1) extra day based from the date of notification based on inclement
weather).
New Castle County will also allow for this charge if, in responding to a work order, the
homeowner is present and creates a potentially unsafe condition for the vendor's staff.
This must be communicated to New Castle County by the vendor at the time the service
is about to be performed. We ask that the vendor not leave the property until New Castle
County is notified and confirms the situation cannot be alleviated.
PHOTOGRAPHS:
New Castle County can request before and after photographs with a 30 days' notice to
the vendor.
ITEM 1 - HIGH WEEDS AND GRASS
Cut all grass and weeds to a height of three (3) inches or less. Included shall be trimming
around all buildings, trees, fences, etc. Bid shall be based upon 1,000 sq. ft. of lot size
containing weeds and/or grass measuring in excess of eight (8) inches in height. Height
is expected to be up to twenty-four (24) inches in height. If the height exceeds twenty-
four (24) inches in height, we will accept additional billing charges not to exceed the cost
of one (1) additional cut if responding within 3 days of the work order being accepted.
Keep in mind, actual lots can range in various sizes, shapes and dimensions. Unless
specifically directed otherwise in the work order, cuttings shall be left in place. Public
sidewalks must be swept or raked clean.
Vendor shall pick up any loose trash prior to cutting.
Paved surfaces and building footprints shall be subtracted from the total area to be
mowed.
ITEM 2 - PRUNING OF TREES AND SHRUBS
When specified in the work order, vendor will prune designated trees and shrubs, and will

remove all pruning debris from the site. To the maximum extent possible, pruning will be
done to accepted arborist standards so as to preserve or enhance the appearance of the
site.
Bid will be based upon the hourly rate for personnel, including trash removal vehicles.
Some jobs may require more than a single person to complete. Hourly rates will begin
upon arrival at the specified site and end upon disposal of debris. Vendor will bill in
hour increments. Additionally, the actual cost of disposal fees will be reimbursed.
Originals of landfill weight tickets must accompany each work order's invoice to be
reimbursed for disposal.
ITEM 3 - TRASH AND DEBRIS REMOVAL
The removal of trash and debris from specified lots and buildings as required. Trash and
debris on any given parcel which is less than one ton will be accumulated on the vendor's
vehicle. The vendor will accumulate all trash and debris from a particular site until all
trash and debris removal is completed at the site, or until the weight limit (not less than
one ton) of the vendor's vehicle is met.
At the end of the day, all County generated trash and debris will be disposed of by the
most cost effective and lawful manner available.
In the event that a work order (including hauling) will exceed eight (8) hours, the vendor
must provide a best estimate of the total number of hours that will be required.
To the extent possible, trash and debris will be removed prior to any cutting under Item
1.
Bid shall be based upon the hourly rate for personnel. If specific equipment is required
and is rented by the vendor to perform the job required (i.e., disposal containers, tractor
trailers, bulldozers, etc.), proof of rental will be required for reimbursement of such.
Some jobs may require more than a single person to complete. Hourly rates will begin
upon arrival at the specified site and end upon disposal of trash and debris. Vendor shall
bill in hour increments. Additionally, the actual cost of disposal fees shall be

ITEM 4 - SPECIAL TASKS
From time to time, New Castle County may feel that a particular site presents special
problems or requirements which fall outside the normally anticipated scope of this
contract (i.e. structure clean outs, draining pools). In such circumstances, the County will
request the contractor to submit a specific quote for the task and, will negotiate a
mutually acceptable price for the task. The County reserves the right to seek alternate
bids if it feels the quote price is excessive, or if in the opinion of the County, the issue
requires specific tasks that an alternate vendor has specificity in. The contractor will
retain the right to decline any such special tasks if it feels the task is beyond its capability.
ITEM 5 - SMALL ITEM PICK-UP/REMOVAL/DISPOSAL
New Castle County may request a vendor to perform what is considered to be a small
pick-up and removal of property waste (i.e., bags of garbage, minimal rubbish, etc.).
In such circumstances, the New Castle County will request the contractor to charge us a
flat rate for the cost of the pick-up, and also for the cost of disposal (in which a certified
landfill ticket must accompany the invoice).
In the opinion of the County, requests such as these are deemed to not require more than
one person to perform the task. With this understanding, invoices to be submitted to
New Castle County will only be paid based on time of one laborer. The contractor will
retain the right to decline any such special tasks if they feel the task is beyond its capability
or cannot be completed in a timely fashion.
REFERENCES
Vendor shall provide at least three (3) references for similar work. Please include name,
address, phone number, and email address of the contact person.
PRICE
For bidding purposes, unit prices will be given for four (4) items listed. Work orders will

be issued as work is required. Work orders will specify when pruning is required.
INVOICE
Invoices must reflect number of square feet cut per site, number of hours for pruning,
number of hours for trash and debris removal per site, and original landfill ticket.
Complete invoices shall be submitted within 30 days of completing the work. Please be
aware that failure to produce invoices within 30 days of completing the work may result
in the awarded vendor being removed from the bid contract.

The proposed work will be within New Castle County, Delaware.
