Advertisement for Bids
Sealed proposals will be received by Christopher Nerell of the North Carolina State Ports Authority
in Room 100A of the North Carolina Maritime Building, 2202 Burnett Blvd., Wilmington, NC,
28401, phone no. (910) 746-6364, up to 3:00 pm, Thursday, January 29, 2026, and will
immediately thereafter be publicly opened and read, for the furnishing of labor, material and
equipment entering into the construction of MHC RAIL IMPROVEMENTS 2025, North
Carolina State Ports Authority, Morehead City, NC. The NCSPA Contract No. is C-1806.
The Base Bid scope of work for this project will be referred to as “Pit Track Maintenance and Tub
Crossing Installation” and includes the removal of 1,500± trackfeet (TF) of existing rail and ballast
section ONLY and the installation of new rail and ballast to replace the removed section; and, the
removal of 460± TF of existing rail, ballast, and asphalt section ONLY at two existing on-grade
asphalt crossings and the installation of two (2) tub crossing sections per manufacturer
specifications to replace the removed crossings and sections. The Additive Alternate 1 scope of
work for this project will be referred to as “Warehouse 8 Track Maintenance” and includes the
removal of 540± TF of track, ballast, and asphalt section ONLY and the installation of new rail,
ballast, and asphalt to replace the removed section. The Additive Alternate 2 scope of work for this
project will be referred to as “Ladder Track Maintenance” and includes the removal of 787± TF of
track and ballast and the installation of new rail and ballast, and the removal and installation of 4
turnouts. The Additive Alternate 3 scope of work for this project will be referred to as “Fishmeal
Track” and includes the removal of 939± TF of track and ballast and the installation of 936± TF of
track and ballast.
Bids will be received for Single prime construction contract. All proposals shall be lump sum.
Bidders should clearly indicate on the outside of the bid envelope "BID PROPOSAL FOR MHC
RAIL IMPROVEMENTS 2025", their North Carolina General Contractor's License Number and
that the bid is for "Single Prime Bid".
An open pre-bid meeting will be held for all interested bidders on Thursday, January 15, 2026 at
10:00 AM in the Morehead City Terminal Conference Room, 113 Arendell Street, Morehead City,
NC. The meeting will address project specific questions, issues, bidding procedures and bid forms.
The pre-bid meeting is recommended for all prospective bidders; however, the pre-bid meeting
minutes will be issued to bidders included on the “Plan Holder List”.
The owner reserves the right to reject any or all bids and to waive informalities.
