C Hole Improvements Project - Design

The City of Steamboat Springs, hereinafter referred to as the City, is soliciting requests for proposals (RFP) from qualified firms to provide landscape design services for river access improvements and associated recreational amenities at “Charlie’s Hole” (C Hole) on the Yampa River in Steamboat Springs, Colorado, hereinafter referred to as the Project (Exhibit A). The Project’s goals include:

1. Improve accessibility and provide additional seating areas to enhance recreational experiences in and around C Hole on the Yampa River
2. Stabilize upland bank areas in the vicinity that are experiencing accelerated erosion due to foot traffic
3. Protect existing structural infrastructure, specifically the Yampa River Core Trail
4. Improve terrestrial habitat through removal of existing vegetation and installation of appropriate, non-irrigated plantings
5. Fit within the context of a holistic, reach-scale approach to stream health identified in the Yampa River Health Assessment and Streamflow Management Plan, while balancing the need to protect infrastructure (trails, river access, and City property)
6. A mandatory pre-bid meeting will be held at 10:00 AM MST June 16, 2026 at the Project site.  All contractors planning to attend the pre-bid meeting shall notify Ashley Steed in advance at: asteed@steamboatsprings.net and are expected to meet at the Bud Werner Memorial Library parking lot, 1289 Lincoln Ave, Steamboat Springs, CO 80487, unless notified otherwise.

Minimize flooding risk and comply with City and USACE Floodplain Regulations

Proposals must be submitted via the electronic submission on BidNet ( https://www.bidnetdirect.com/colorado/cityofsteamboatsprings ) no later than 5:00 PM prevailing time on July 2, 2026
