C-130 Ground Power Unit Spares

The Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWCAD LKE) intends to solicit, negotiate, and award a contract, on a limited competition basis between Essex Electro Engineers Inc. (CAGE: 21269) and its authorized distributors, for the procurement of spare items in support of the KC-130 Ground Power Unit.

Extensive market research was conducted to identify potential suppliers of required support equipment. The findings confirmed that the Government does not own the associated technical data package, that Essex is the Original Equipment Manufacturer and that it, and its authorized distributors, are the only vendors capable of meeting the Government's requirements.

NAWCADLKE intends to procure these items under the authority of 10 USC 3204(a)(1) as implemented in FAR 6.302-1. No solicitation package is available for this procurement. This notification is not a request for competitive proposals. However, all responses received within fifteen (15) days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
