Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the C-5 Direct Linear Valves, NSN 4810001164496UC PN 36190-1 (Cage Code 99643) and 4820004775080UC PN 36190-2 (Cage Code 99643). The Purchase Request number is FD20602500104.

ITEM DESCRIPTION

These items are hydraulic directional control valve assemblies. NSN 4810001164496UC is a hydraulic directional control valve assembly that is three-way, two position 3000 PSIG operating pressure. It is 6.88 inches in length, 3.18 inches in width, 4.18 inches in height, and weighs 0.79 pounds. NSN 4820004775080UC is a hydraulic control valve used in the forward fuselage loading control manifold. It is 5.09 inches in length, 1.38 inches in width, 2.25 inches in height, and weighs 2.0 pounds.

Impediment to Competition:

The original equipment manufacturer for these items is Eaton Aerospace LLC. (CAGE 99643), which maintains its configuration by part number and software version. The Government does not own any data, drawings, schematics, or any other releasable technical data in support of this requirement. As a result, Eaton Aerospace LLC is the only known source with adequate knowledge of the subject direct linear valves’ performance requirements and possession of the required technical data and capabilities needed to produce this item and ensure compatibility of the equipment.

INTEREST

The DLA/AWB Contracting Office intends to award a sole source contract to Eaton Aerospace LLC for the manufacture of the subject direct linear valves’ in support of the C-5 aircraft. Other interested parties may identify their interest and capability to respond to the requirement no later than 19 November 2024 by emailing Janet Butcher at janet.butcher@us.af.mil and/or Terrence Wideman at terrence.wideman.2@us.af.mil. The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
