Description
THIS IS A PRE-SOLICIATION NOTICE The Department of Veterans Affairs, Network Contracting Office 9 Central Region, 1639 Medical Center Parkway, Suite 400, Murfreesboro, TN, 37129, is issuing this solicitation to request Architectural and Engineering (AE) Design Firm s SF330 s for the following project:
General Requirements
Project Scope
The scope of this project is to design for a complete addition of a physical therapy rehabilitation center and prosthetics and orthotics lab based generally upon concept drawings, approximately 23,000 square feet.
This project will involve design services that, at a minimum, includes Site Investigation, 3D scanning of existing conditions, specifications for construction, production of existing and proposed layouts of all spaces to provide a fully functional Physical Therapy Rehabilitation center and lab including a vehicle pull off area and ramp for patient drop off and parking area.
STATEMENT OF BID ITEM(S)
A. BASE BID: Renovate Historic Clock Tower Building 34 for Rehab Medicine.
The period of performance is 270 days
PRODUCT/SERVICE CODE: C1DA- Architect and Engineering-Construction: Hospitals and Infirmaries.
This will be a 100% set-aside for Service-Disabled Veteran-Owned Small Business concerns under the authority of 38 U.S.C. section 8127(d).
NAICS Code 541310- Architectural Services. The small business size standard is $12.5M.
This requirement will be procured per Federal Acquisition Regulation (FAR) 15 Contracting by Negotiation.
The solicitation is expected to be posted on or around 06/25/2025.
This requirement is a 100% set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB) concerns under the authority of 38 U.S.C §8127 (d). Only those SDVOSB s listed and viewable in the VetCert database located at https://veterans.certify.sba.gov/. The database will be checked at the time of offer submission as well as prior to award. All offers must also have an active listing in the System for Award Management (SAM) database https://sam.gov/. The awarded contractor must also submit evidence of enrollment with VETS4212.
In addition to the requirements as set forth in the solicitation notice (to be issued), the proposed contractor must also be determined responsible in accordance with FAR Part 9. The Contracting Officer will determine responsibility prior to any award being made.
