New Castle County is seeking sealed bids for Cured in Place Sewer Lateral Lining Services,
Bid #: 24C-061.
Bidders are asked to submit sealed bids to New Castle County Purchasing Division, New Castle
County Government Center, 87 Reads Way, New Castle, DE 19720. Bids must be received by
2:00 p.m. on Wednesday, March 6, 2024 and must be provided within a sealed envelope. No
late bids are accepted.

Facsimile transmissions of bids are unacceptable and will be rejected without any notice
to the bidding vendor.
Bidders are responsible to retrieve the bid specifications and all addendums from the
New Castle County Purchasing website at www.newcastlede.gov/Bids.aspx.
Pursuant to New Castle County Code and Delaware Law, each bidder must submit proof
satisfactory to the County or its designated representative that the bidder and every
subcontractor possesses valid and effective licenses required by the United States, State of
Delaware, County and any applicable political subdivision in which the project is located to do
business within each such jurisdiction and to perform the labor and/or supply the materials
involved in the performance of the contract. No contract will be executed prior to the
submission of such proof and the acceptance thereof by the County or its designated
representative.
Awards, if any, will be made in conjunction with the Delaware Code, Subchapter 2, Chapter 69,
Title 29, and the New Castle County Code.

SUMMARY OF PURCHASING REQUEST
SCOPE OF WORK | SPECIFICATIONS
New Castle County Public Works Department (the County) is seeking proposals for on-call,
cured-in-place sewer lateral lining contractual services as described herein at various sites
countywide.
REQUIREMENTS
I.GENERAL
Section 1.01 New Castle County Department of Public Works (the County) is seeking
proposals for on-call, cured-in-place sewer lateral lining contractual services as described herein
at various sites countywide. The successful Vendor shall provide and install sewer lateral pipe
liners that consist of resin-impregnated flexible tubes which are expanded and cured within an
existing host pipe. The result is a continuous, tight-fitting liner throughout the entire length of
the host pipe that seals defects in the host pipe.
(a) The Vendor shall provide all materials, labor, equipment, and services necessary for:
notification to property owners and other stakeholders, traffic control, by-pass pumping
of sewer flows, cleaning and closed-circuit televised inspection (post installation
televised inspection, warranty televised inspection) of sewer pipes, pipe liner
installation, reinstatement of lateral connections, quality assurance and quality control
measures, samples for performance of required material testing, final televised
inspection, warranty televised inspection and warranty work, as specified herein.
(b) Material samples of actual liners installed during performance of work under this bid
will be provided by the vendor to the County’s representative.
(c) All appropriate Federal, State and Local rules, regulations, and requirements must be
adhered to for this type of work.
(d) The Vendor shall be licensed to do business in the State of Delaware and have a current
New Castle County Contractor License.
Section 1.02 The Vendor is responsible for proper, accurate and complete installation of the
sewer lateral pipe liner as defined by this request for proposal and the manufacturer. The
Vendor shall provide all materials, labor, equipment, and services necessary for traffic control,
cleaning and closed-circuit televised (CCTV) inspection of sewer pipes, lateral pipe liner
installation, quality assurance and quality control measures, samples for performance of

required material testing, final televised inspection, warranty televised inspection and warranty
work, as specified herein.
(a) The lateral pipe liner shall be designed for a life of 50 years or greater with respect to
structural durability and corrosion resistance to reagents identified in ASTM D543. All
work performed is subject to review and inspection by the County of their
representative.
(b) The liners furnished hereunder shall cause no adverse effects to New Castle County’s
processes, assets or facilities either during or after installation. The preparation and
installation of the liners constituent components shall not result in the formation or
production of any detrimental compounds in the sanitary sewer conveyance system.
The Vendor shall clean up, repair, and restore any structures that the County has
determined to have been damaged as a result of the Vendor’ activities or processes.
(c) Equipment utilized by the Vendor shall be maintained and calibrated as required by the
equipment manufacturer or process provider.
(d) All products and services shall have a full three (3) year warranty, starting on the date of
acceptance of the liner installation for payment.
Section 1.03 All services provided are subject to review and inspection by the County or their
representative.
(a) Completion of the work within the agreed upon duration of time is a high priority for
New Castle County as the cost to the County of the administration of the contract,
including engineering, inspection, and supervision will increase as the time required for
the work is increased. Any scope of services that shall be requested under this bid will
be assigned a start date and a duration of calendar days to completion by the Vendor, as
agreed to by the County. For each day that assigned tasks remain uncompleted after
expiration of the assigned or amended time limit, liquidated damages in amounts
estimated by the County as necessary to recover expenses shall be deducted from any
payments due the Vendor.
(b) Upon issuance of a purchase order for services, the Vendor shall begin work on the date
agreed to by New Castle County via schedule submittal and pursue completion of
specified tasks continuously on all working days until the services are completed.
(c) A working day is defined a day upon which, in the opinion of the County or its’
representative, weather and soil conditions are such that the Vendor can work more
than half of his current normal force for more than five (5) consecutive hours. Working
days shall not include Saturdays, Sundays and County recognized holidays unless
specifically approved by the County.
(d) Working hours shall be confined to 7:30 AM to 4:30 PM unless specifically approved, in
advance, by the County on a location-by-location basis. These work hours do not

supersede time limitations that may be established by DelDOT in a utility construction
or traffic safety permit.
(e) Working days will be tracked by the County’s representative.
(f) If night, Sunday or holiday work are deemed necessary, a request shall be submitted to
the Engineer at least three weeks in advance of the desired dates. If the task requires
access to sewer assets in the public right-ofway, then DelDOT must grant access by
means of an approved traffic safety permit. The County shall make application for the
permit if the Engineer is agreeable to the request. The County shall provide an inspector
to be present on behalf of the Engineer and will require the Vendor to reimburse the
County for inspection costs.
(g) The Vendor shall be prepared to perform the requested services outside of public rights
of way; however, it is the County’s intent to request services in areas that are accessible
to the Vendor, with little or no clearing required.

III.MANDATORY SAFETY PROCEDURES
Section 3.01 This Contract requires work in active sewers. The Vendor must follow all federal,
state and local requirements for safety in confined spaces and adhering to the DelDOT Manual
of Uniform Traffic Safety Controls.
(a) When the Vendor’s representatives observe an overflowing or surcharged sewer
manhole, then the Vendor’s representative shall call the New Castle County Department
of Public Works Dispatch at 302-395-5700 and inform the operator of the location of the
overflow or surcharge. The Vendor’s employee shall remain at the location until a
representative of the County arrives.
(b) The Vendor will properly maintain and safely protect the work area at all times. The
Vendor assumes full responsibility for the safety of their workers and the public within
the work area. The Vendor shall conduct installation operation, cleanup and property
restoration in a manner to cause the least possible obstruction and inconvenience to
traffic, pedestrian, businesses, and property owners and their tenants.

Section 3.02 All work performed on DelDOT roadways will require traffic control as deemed
necessary by the applicable Case in the latest edition of Delaware Manual on Uniform Traffic
Control Devices (MUTCD) published by the DelDOT.
(a) The County shall apply for the Traffic Safety Permit, but all correspondence pertaining to
the work site will be coordinated by Vendor through a DelDOT Inspector. Traffic Control
will be in place when the work commences and stay in place until completion of the
work, or as directed by the DelDOT Inspector.
(b) Traffic control measures within a DelDOT right-of-way shall be implemented and
maintained as required on each traffic safety or utility permit issued by DelDOT for the
subject work areas. Compliance with these requirements is subject to the authority of
the DelDOT representative. If the DelDOT representative requires additional traffic
control measures these measures shall be installed by the vendor before proceeding
with the work at a given location
Section 3.03 Additional safety considerations
(a) Additional safety considerations include safe handling, mixing and transporting and
curing of all lining or protective coating materials including, but not limited to, chemical
grouts, epoxies, polymers and additives shall be provided by the material supplier, and
shall include safe operating practices and procedures, appropriate personal protective
equipment (PPE) for the various grouting operations, and proper storage,
transportation, mixing, and disposal of grouts, additives, and their associated
containers. All personnel working with these materials shall be certified by the
manufacturer as having received the appropriate material-handling and product mixing
training.
IV.PERMITS
Section 4.01 The Vendor shall be licensed to do business in the State of Delaware and have a
current New Castle County Contractor License. The County shall apply for Traffic Safety Permits
and secure rights-of-way necessary to complete the work. The Vendor shall assist the County as
required.
(a) The Vendor is responsible for traffic control measures.
(b) Traffic on DelDOT roadways shall be maintained as required on each specific permit
issued by DelDOT and will be under the direction of a DelDOT Inspector.
(c) All work performed on DelDOT roadways will require traffic control as deemed
necessary by the Typical Application Number in the 2011 Delaware Manual on Uniform
Traffic Control Devices (MUTCD) or the latest edition published by the DelDOT. The
County shall apply for the Traffic Safety Permit, but all correspondence pertaining to the
