East Whittier City School District
BYR25-24 Asphalt Replacement Project
NOTICE IS HEREBY GIVEN that the DISTRICT, acting by and through its Governing Board, will
receive, up to, but not later than, the below-stated time, sealed bids for the award of Contracts
for the below referenced services.
The East Whittier City School District seeks experienced CONTRACTING firms to respond to the
DISTRICT’S Request for BID PROPOSALS for the purpose of providing contracting services, using
a Prime delivery method for the following:
Asphalt Replacement Project- District Office. Scope and Specifications available on District
Website, www.ewcsd.org February 20, 2026.
Each Bidder for Asphalt Replacement Project shall be a licensed Earthwork and Paving
Contractor pursuant to the California Business and Professions Code, must possess a valid Class
A License or equivalent at the time of bid and throughout the duration of this Contract. The
Contractor’s California State License number shall be clearly stated on the bidder’s proposal.
The successful bidders must be registered with the State Department of Industrial Relations
and have the appropriate, current California contractor’s license, as indicated above, for the
scope included in the bid, prior to submitting a bid.
Pre-Qualification is required for the project. Please log into https://www.qualitybidders.com/
to submit an application. The Pre-Qualification period is February 20, 2026 through March 11,
2026. The Engineering Estimate for this project is $450,000.00.

Mandatory Job Walk on Tuesday, March 3, 2026: Will be held at the following sites:
● 11:00 AM District Office 14535 Whittier Blvd., Whittier, CA 90605
All contractors must arrive on time to the site or they will not be allowed to do the job walk.
All bids must be hand delivered to the Facilities Office, noted above, at which time they will
be time stamped. Bids left at the reception desk of the District’s Main Office or delivered
anywhere other than the Facilities Office shall be considered “undelivered".
Trade Contractor bids shall be submitted in a sealed envelope, identifying the Project Total
broken down by each contract site. Any bid received after the time indicated will be returned
unopened. East Whittier City SD reserves the right to postpone the date and time for
submission of Bid.
The successful bidder shall commence work with the issuance of the Notice to Proceed and
complete all work within the time period and milestones from the official start date as
illustrated in the Bidding Documents. The East Whittier City SD has established a liquidated
damage rate of $2,000 per calendar day for each and every calendar day that the work
remains uncompleted or unaccepted by the District.
Bid must conform to the requirements of the Contract Documents. These documents will be
accessible to the contractors on February 20, 2026.
Obtaining Bidding Documents. Beginning February 20, 2026, Plans, Specifications, Addenda
and Bid Form are available at www.ewcsd.org on the Bonds and Facilities page under Bids at
the bottom of the page.
The DISTRICT reserves the right to reject any and all proposals or to waive any irregularities
or informalities in any proposal or in the Bidding process.
No Bidder may withdraw any bid for a period of five (5) days after the date set for the opening
of bids.
Potential applicant firms are directed NOT to make personal contact with any member of the
East Whittier City School District Board of Education. Failure to abide with this requirement will
result in the offending proposer’s proposal either being disqualified or terminated if discovered
after receiving Board approval.
