1 The Solicitation – Notice to Proposers

Notice is hereby given that Philadelphia Gas Works (“PGW”) will receive sealed proposals on or before Thursday, February 19, 2026 at 2:00 pm Eastern Time, via pgw.procureware.com, for vendors to provide electrical construction services for the South Operations Center (“SOC”) located at 2430 S. 28 ^th Street, Philadelphia, PA 19145, as more specifically provided herein.

This document outlines PGW’s objectives, describes the services and materials to be provided, and outlines the obligations of PGW and the selected Proposer.

Questions concerning this Best Value RFP (this “RFP”) shall be directed in writing to PGW via pgw.procureware.com.  Proposers may not contact PGW personnel regarding this RFP other than through pgw.procureware.com.

These dates are estimates only and PGW reserves the right to alter this schedule as it deems necessary or appropriate.

2.2 Services and Materials to be Provided

The successful Proposers will provide the labor, materials, services and equipment described in the Specifications, drawings and other documents attached to the Contract. See Attachment A.

Proposers must detail how artificial intelligence technology (“AI”) will be utilized to provide the services and materials that are the subject of this RFP. Include provisions that outline how data will be collected, stored, and processed by AI systems. Detail compliance with relevant data protection regulations and standards.
