PART I
GENERAL INFORMATION
The City of Grain Valley, located in eastern Jackson County, Missouri, is a growing community
of approximately 16,000 residents. The City is a municipality operating under a 4th class form of
government with six Aldermen elected at-large and Mayor. The City Administrator, appointed by
the Board of Aldermen, is the chief executive responsible for the administration of the various
departments, the enforcement of all local ordinances, and the implementation of policies
adopted by the Board of Aldermen.
The City employs approximately 62 full-time employees, 30 part-time employees, and 12
seasonal employees. Employees are paid on a bi-weekly basis.
The City has five (5) departments: Administration, Community Development, Finance, Parks &
Recreation and Police.
DESCRIPTION OF PROJECT
The City of Grain Valley ("City") is hereby accepting Requests for Proposals (RFP) from qualified,
licensed contractors who specialize in the removal of silt and sediment from ponds/lakes, and to
furnish all professional services, equipment, labor and materials necessary to complete such
project.
Butterfly Trail lake is located between the Grain Valley Police Station (719 R.D. Mize Road, Grain
Valley, MO) and 40 Highway. Owned and operated by the City of Grain Valley, this body of water
was constructed in 2005 to serve as a retention basin for stormwater management.
The lake consists of two bodies of water connected by a narrow channel with a concrete bridge
structure. The West portion of the lake consists of 2.35 acres of water, and the East portion
(including the channel) consists of 3.9 acres of water. In total, there are approximately 6.25 acres
that make up the entire body of water.
This project involves the excavation of silt and sediment from this 6.25-acre body of water,
returning the lake to its original depth (8' at center at both the East and West bodies). All silt and
sediment removed will be stored onsite in designated areas on the north side of the lake. These
designated storage areas will require the grade to be cut down with earthen berms surrounding
the storage areas to keep containment. The City will load and haul off the removed silt/sediment
from the storage areas at a later date.

This project must be completed by end of year (2026).
Please see "Scope of Services" and "Exhibit A" for the existing condition, detailed scope,
specifications, timeline and other project information.

To be provided in event of awarded contract, prior to execution of contract:
The following documents are not required to be included in the contractor's proposal. However,
the contractor must be able to provide the following prior to execution of a contract.
a. Current Business License. A copy of the current business license will be required and
will serve as documentation that the business has been in operation a minimum of two (2)
years.
b. Professional Liability Insurance. The contractor to whom the contract is awarded shall
provide the City with documentation for the following: General Professional Liability
Insurance Certificate with the following minimum limits: $1,000,000 each
incident/occurrence; auto insurance $500,000 combined single limit per accident for bodily
injury or property damage.
c. Workers Compensation Insurance. The safety of the successful bidder's employees or
representatives and others in or around the area of service or maintenance is the
responsibility of the successful bidder. Proof of worker's compensation insurance will be
required.
d. Completed W-9 or 1099 Tax Form. Completed forms will be required.

PART II
AGREEMENT
After the Board of Aldermen's approval, the successful contractor will be required to sign a
contract with the City of Grain Valley that will incorporate this RFP and the final negotiated
response proposal.

PART III
SCOPE OF SERVICES & SPECIFICATIONS
EXISTING CONDITIONS
The City hired Blue Valley Labs in December of 2025 to provide an inspection including current water
and silt level depths of Butterfly Trail Lake. They used a sonar device to determine water depth and
silt depth. Below are their findings:
* Average Water Depth: 3.2 ft.
* Average Silt Depth: 3.48 ft.
* Water Volume: 32,160 cubic yards
* Silt Volume: 34,636 cubic yards
There is approximately 3.5 ft. of silt throughout the entire lake. With the East pond, the deepest spot
located was 12 ft. With the West pond, the deepest spot located was around 8-10 ft. Combined,
this body of water has a deeper silt layer than actual depth of water.

CONTRACTOR TO:
Provide dredging services to remove all silt & sediment from Butterfly Trail Lake, returning
water depth to its original level when the lake was first constructed back in 2005.
1. Project includes dewatering (draining) of the lake. The Contractor shall provide the
dewatering plans/process in their proposal to include # of pumps, how/where water is
drained and daily duration of time that the pumps will be running.
2. Contractor shall provide plans/process for the removal of silt/sediment.
a. Contractor will provide specifications on lake depth once sediment/silt is
removed.
i. At the deepest point in the middle of both the West and East ponds, the
depth shall be 10-12 feet with a gradual increase to the surrounding
banks.
ii. Contractor shall provide proposed water depths at water's edge (2-4 feet
from bank) that will deter future vegetative growth.

b. Contractor shall not concurrently work on both the West pond and the East pond
to minimize disruption to the site and park/trail usage by patrons. When the West
pond is being dredged, there will be no dredging in the East Pond leaving the
East trail loop open to patrons and only the West trail loop will be closed. The
same scenario applies when the East pond is being dredged.
3. Silt/Sediment containment storage.
a. Contractor shall provide plans and specifications for the silt/sediment storage
containment areas to include, but not limited to:
i. Specifications for the below grade depth of the containment storage areas
(depth and surface area).
ii. Specifications for the berms surrounding the containment storage areas
(height of berm and distance from storage containment area).
iii. Silt Fencing location (distance from outside edge of berms).
b. The onsite location for the West pond's storage containment area shall be
located due north of the of the pond off the southeast corner of RD Mize Road
and Long Drive.
c. The onsite location for the East pond's storage containment are shall be located
northwest of the pond and directly south of the Grain Valley Police Department
facility.
4. Routing Plan
a. A routing plan shall be provided by Contractor for all equipment and trucks from
both the West and East ponds, to the proposed, storage containment areas.
i. To minimize damage to the asphalt trail that surrounds both ponds,
contractor must consolidate construction traffic to 1-2 trail crossings.
ii. The routing plan must also outline any measures that can be taken to
minimize trail damage at those 1-2 specified crossings.
5. State and/or Federal Permits
a. Contractor shall identify and obtain any necessary state and/or federal permits
required for this project.
6. Utility Locates
a. Contractor will work with corresponding agencies to locate all utilities impacted
by this project.
7. Traffic/Pedestrian Control
a. It is the Contractor's responsibility to provide any appropriate traffic control
measures as it relates to pedestrian trail traffic and any public parking lot and
street traffic that may be impacted by this project.
8. End of Project Grading/Seeding
a. Contractor shall be responsible for grading any and all grounds at the site and
outside of the lake basin damaged by contractor. After all impacted grounds
have been graded, City staff will provide and apply any and all materials needed
reestablish grass and prevent erosion.
