Summary
This project, titled ‘Buskirk-Chumley Theater Solar & BESS Install,’ shall include, but is not limited to, all labor, materials, equipment, permits, coordination, programming, testing, and incidental work necessary to furnish and install an operational electrical, lighting, building controls, and resiliency system in accordance with the contract drawings and specifications at the historic Buskirk-Chumley Theater, located in Bloomington, Indiana. The intent of this work is to provide a code-compliant, integrated electrical and Photovoltaic / Battery Energy Storage System (PV/BESS) resiliency system that supports safe building operation under normal conditions and utility outages while maintaining required life-safety, occupancy, and building protection functions.
All work must follow the approved design plans, meet City of Bloomington's requirements, and be completed within the project’s established timeline and budget.
Background
Work shall include coordination with applicable trades and utilities; connections to equipment furnished by others; electrical and lighting equipment; PV and BESS integration; building automation system (BAS) and mechanical controls; wiring, raceways, grounding and bonding, supports, labeling, and associated accessories, as shown in the Contract Documents. The Contractor shall provide required submittals, permits, inspections, testing, commissioning, as-built documentation, operating instructions, training, and warranties. In coordination with the Owner and design team, the Contractor shall develop and submit test procedures and demonstrate the approved normal operation, utility outage, resiliency, and restoration sequences. The Contractor shall document test results and correct deficiencies before Owner acceptance.
Perform the Work in accordance with the approved Contract Documents, applicable codes, City of Bloomington requirements, the project schedule, and the design specifications provided in the Exhibit E attachment (Solar&BESS_BCT Design Plans). This project is subject to applicable Build America, Buy America (BABA) requirements and the terms of the City’s grant agreement. Before procuring covered items, the Contractor shall submit manufacturer or supplier documentation demonstrating BABA compliance for iron and steel products, manufactured products, and construction materials incorporated into the project, including applicable PV, BESS, electrical, and mechanical components. The Contractor shall identify any item for which compliance cannot be documented promptly and shall not procure or install a proposed noncompliant substitute unless the City provides written authorization following any required Indiana Office of Energy Development (IOED) or federal review. Maintain compliance records and provide them to the City upon request.
Acceptable manufacturers and models shall be limited to equipment for which the bidder provides current manufacturer certification demonstrating compliance with the BABA for the exact equipment and materials being furnished. Such certification shall be on manufacturer letterhead and shall include, at a minimum, the project name, date of certification, manufacturer address, exact model numbers proposed, item or part naming convention or SKU as applicable, material classification under 2 CFR Part 184, an affirmative statement of BABA compliance, and signature of an authorized manufacturer representative. Contractors shall include in their bid package detailed information about the equipment and workmanship warranties provided for the solar and battery installations.
