General Notice:

City of Freeport (Owner) is requesting Bids for the construction of the following Project:

Business 331 Sidewalk Extension

Dewberry Engineers Project No. 50187867

Bids for the construction of the Project will be received at the City of Freeport City Hall located at 112 Highway 20 West, Freeport, FL 32439,until Monday, September 14th  at 10:00 amCST. At that time the Bids received will be publicly opened and read.

The Project includes the following Work:

Construction of ~2,900-LF of concrete sidewalk, drainage improvements including FDOT drainage structures, culverts and drainage piping, asphalt and concrete driveway replacements, thermoplastic stripping, and construction of ~400-LF of raised timber boardwalk.

Plans and specifications are available electronically through Dewberry, 877 North County Highway 393, Santa Rosa Beach, FL 32459, (850) 571-1248 or by email at sborgen@dewberry.com .

All Bidders must be registered plan holders and must receive bid documents from the Engineer, Dewberry Engineers, to be added to the plan holders list. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Engineer’s office. Addenda, if any, will be provided electronically to plan holders and a return receipt will be requested to verify receipt.

Non-Mandatory In Person Pre-bid Conference:

A non-mandatory in person pre-bid conference call for the Project will be held on Wednesday, August 12 ^th at 10:00 a.m.

A Bid Bond in the amount of 5% of the Bid shall accompany the Bid.  The City of Freeport (City) reserves the right to reject any and all bids.  The City also reserves the right to reject contractors who in the City’s opinion are not qualified to perform the work based on the pre-qualification package.  All Bids shall be firm for a period of 90 days after opening.  This includes material prices. The bid must conform to Section 287.133(3) Florida Statutes, on public entity crimes.

All bidders shall comply with all applicable state, federal, and local laws concerning licensing, registration, and regulations of contractors doing business in Florida.  The City shall award the contract to the lowest responsive and responsible bidder; provided however, the City reserves the right to award the contract to a bidder who is not the lowest responsive and responsible bidder if the City determines in its reasonable discretion that another bid offers the City a better value based upon the reliability, quality of service, or product of such other bidder.
