For any contract for services greater than $5,000, the successful Offeror shall comply with § 285.530, RSMo., as amended, and (1) provide by sworn affidavit affirmation that it does not knowingly employ any person who is an unauthorized alien and (2) provide documentation affirming its enrollment and participation in a federal work authorization program with respect to the employees working in connection with this contract. The required documentation affirming enrollment must be from the federal work authorization program provider. A letter from the Service Provider reciting compliance is not sufficient. A signed and notarized Work Authorization Affidavit and the Electronic Signature Page from the E-Verify program shall be provided prior to the issuance of a contract.

PRIOR TO 3:00 P.M. (CST) ON THURSDAY, MARCH 5, 2025. Proposals will be opened by the Buyer listed above. Only the names
of Offerors will be read aloud publicly at the specified proposal opening date and time via teleconference. To participate, dial (978) 990-5387,

Proposals shall be submitted on the forms provided and may be manually, electronically, or digitally signed by the individual authorized to
legally bind the company. Offeror must complete, execute, and submit all Pages identified with “RETURN THIS PAGE” of this RFP document
to be deemed responsive and considered for award. Failure to do so shall render your proposal non-responsive.
Proposals received after the opening date and time shall not be considered.
The attached Terms and Conditions shall become part of any contract resulting from this request for proposal.
The cutoff for any questions pertaining to this RFP is Thursday, February 26, 2026, at 3:00 P.M. (CST). Any questions shall be submitted

1.0 INTRODUCTION/DESCRIPTION OF PROJECT/SERVICES:
The City of Springfield is soliciting proposals from qualified consulting firms to conduct a comprehensive Business License Fee
Study. The purpose of this project is to evaluate the City’s existing business license fee structure and develop alternative fee
models that improve equity, transparency, administrative efficiency, and legal defensibility while maintaining fiscal responsibility.
The selected Consultant shall analyze current license fee practices, benchmark Springfield against comparable Missouri
municipalities, evaluate legal considerations, and develop implementable recommendations for updated business license fee
structures. The Consultant shall provide clear documentation, stakeholder-ready materials, and implementation guidance
suitable for use by City staff and elected officials.
1.1 DESCRIPTION OF OPERATIONS OR BACKGROUND:
1.1.1
The City’s current business license fee structure has evolved over time and no longer fully reflects the diversity,
scale, and operational impacts of modern business activity. Concerns have been raised regarding equity across
business types, transparency in how fees are determined, and alignment between fees and municipal services
relied upon by businesses.
1.1.2
Missouri law authorizes municipalities to levy occupational business license taxes and fees. Courts have
consistently recognized that such fees may recover administrative costs and serve as revenue measures supporting
general municipal services, provided they are legally sound and rationally structured. The City seeks an
independent, objective analysis to inform potential updates to its business license fee system in a manner that is
defensible, understandable, and practical to administer.
2.0 SCOPE OF SERVICES
2.1 The Consultant shall provide all labor, materials, analysis, and expertise necessary to complete a comprehensive Business
License Fee Study. Services shall include, but not be limited to, the following components.
2.2 REVIEW AND ASSESSMENT OF EXISTING FEE STRUCTURE
2.2.1
The Consultant shall:
Review and document the City’s current business license fee structure, classifications, and calculation
methodology.
Analyze historical development of the fee system and current administrative practices.
Identify strengths, weaknesses, and unintended impacts of the existing model.
Assess how fees vary by business type, scale, and operational characteristics.
2.3 BENCHMARKING AND COMPARTATIVE ANALYSIS
2.3.1
The Consultant shall:
Identify and analyze business license fee practices in comparable Missouri municipalities and peer cities
Compare fee structures, rate methodologies, exemptions, and administrative approaches.
Document on how peer cities balance equity, simplicity, revenue stability, and service alignment.
Provide clear comparative tables and summaries suitable for staff and elected officials.
2.4 LEGAL AND POLICY ANALYSIS
2.4.1
The Consultant shall:
Evaluate legal considerations related to business license fees under Missouri law.
Distinguish between regulatory fees and revenue measures.
Identify potential legal risk areas, including constitutional or statutory limitations.
