The City of Redmond is soliciting proposals from qualified firms to work in partnership with the city
to explore feasibility in forming and sustaining Business Districts in Redmond’s centers of
Downtown, Overlake and Marymoor.

The City of Redmond, Washington (the “City”) requests interested parties to submit proposals for the above
referenced Request for Proposals (RFP).
Background
Redmond’s 2050 Comprehensive Plan envisions a transformation from a suburban to an urban city, with
four new light rail stations expected to catalyze economic and community growth. To support that vision,
Redmond’s Economic Development Strategic Plan and Tourism Strategic Plan call for the formation of
district organizations that strengthen business vitality, placemaking, and tourism.
With approximately 77,000 residents and 99,000 jobs today and expected growth to 152,000 residents and
131,000 jobs by 2050, the city recognizes the need to explore structured partnerships between
government and local business stakeholders.
Project Background
The City’s Economic Development division is responding to local interests by business owners and property
owners to identify portions of the city as unique districts. In addition to Downtown, the 2050
Comprehensive Plan identifies and established boundaries for Marymoor Village as a creative, cultural
district and Overlake as an intracultural district. It is unclear the level of awareness and interest both
internally and externally for proceeding with formal district organizing. Therefore, the City of Redmond is
seeking comprehensive support to convening, educating and engaging relevant internal and external
stakeholders, analyzing levels of interest, and proposing opportunities for district organizations.

Scope of Work
The objective of this project is to evaluate the feasibility of Business District formation in Redmond with a
shared vision approach between various departments within the City of Redmond and external
stakeholders. The scope of work has two phases with the second phase being dependent on the outcomes
of the first phase.
PHASE 1
Task 1: Project Management
Kick off meeting
Bi-weekly check-in meetings (virtual)
Core team coordination meetings
Leadership and Council briefings and presentations
Task 2: Research and Education
Identify key internal city departments and programs to benefit from a business district
Provide internal material and presentations on different structures and benefits of business districts
o Range of programming from business districts
o Examples and lessons learned from other cities
o Mainstreet and Creative District formation process and benefit analysis
o Technical and Legislative process for creation of a Business Improvement District (BID)
o Internal city systems and programs needed to support a BID
o 1x1 interviews with key internal departments and programs to understand concerns and
opportunities with district types and locations
Landscape analysis of existing Redmond organizations and potential for enhanced business district
programming
Deliverable: Report on opportunities and challenges with business district formation in Redmond
including a risk analysis and policy considerations. Recommendation on timeline and order of
opportunity for district organization formation in different urban centers of Redmond.
Task 3: Stakeholder engagement and visioning
Help city staff identify key external stakeholders to join conversation(s) in district organization
development
Organize and lead study trips to other business districts and BIDs
Joint City and stakeholder visioning sessions on mission, programs and services of district
organizations, structure and formation pathways of different district organization models
Deliverable: Report on interest, feasibility and timeline for district organization formation in the
urban centers of Redmond.
Task 4: Preliminary Organization Mission and Budget Analysis
Develop district organization(s) program budget assessment scenarios
Develop district organization(s) revenue scenarios included a ratepayer analysis
Analysis of existing Redmond organizations and feasibility for meeting need of a district managing
organization
Assessment on readiness for district organization and BIDs in Redmond centers

Deliverable: Recommendations on readiness and district formation direction including district
management (existing or new organization), and district organization revenue recommendations
(membership, sponsorships, assessments)
If the recommendation of Task 4 leads to Business Improvement District consideration and
formation, at the City’s discretion, the contract would be extended to Phase 2:

Term
Upon selection of a consultant, the City intends to enter into an initial Phase 1 Agreement with selected
contractor with an option to renew for Phase 2 pending favorable outcomes of Phase 1.

Proposal Due Date/Time
2:00PM (local time) on Monday, December 8, 2025. The City must receive proposals no later than said
date and time.
Proposal Submittal Procedures
City of Redmond now utilizes DocuSign for the electronic submittal of bids and proposals. This service is
free of charge for bidders and does not require that a bidder have a DocuSign account to complete the
signature process. Please refer to the instructions shared in the online posting for this RFP on
www.redmond.gov/bids for step-by-step instructions for submitting a proposal.
The City of Redmond must receive electronically submitted proposals no later than said date and time.
Responses received after such time will be returned unopened. By submitting a proposal, respondents
acknowledge their satisfaction as to the size, scope and location of the work to be performed.
Response Requirements & Format
All costs for developing a response to this RFP are the obligation of the respondent and are not
chargeable to the City. The respondent must bear all costs associated with the preparation of the
submittal and of any oral presentation requested by the City. All responses and accompanying
documentation will become property of the City and will not be returned. Proposals may be withdrawn at
any time prior to the published close date, provided notification is received in writing to the below listed
City agent(s). Proposals cannot be withdrawn after the published close date.
Proposals must include all information requested and meet all specifications and requirements outlined
in this RFP. The following submittals must be part of your proposal; if any are not included, your proposal

may be judged as non-responsive. A committee will evaluate the submitted proposals. During the
evaluation process, the City reserves the right to request additional information or clarification from firms
responding to this RFP.
A complete response will include:
1) Cover letter stating:
a. Brief overview of firm
b. Reason for interest
c. List of services offered by firm, in accordance with the scope of work
d. Firm’s point-of-contact name, position and contact information
2) Executive Summary & Overall Approach – Summarize your proposal and include your firm’s
qualifications and contact information.
3) Methodology – Explain your approach to assisting the City in advancing its goals and priorities
descripted in this RFP. Summarize your proposal and methodology.
4) Project Schedule – Include a proposed timeline for completion of each deliverable, as identified in
the Scope of Work. It is anticipated that the term of the project is as needed for the stated
deliverables.
5) Cost – Provide a detailed budget for the requested services, including expenses and billing rates
and expected hours from all members of the team. The total budget limit for this contract is
$130,000 with $50,000 allocated to Phase 1 and up to $80,000 allocated for Phase 2.
6) Qualifications and Project Lead & Team – Identify the individual you propose to assign as lead and all
members of the project team. Include a statement of qualifications and/or resume for each member.
If any service is supplied by a partner or 3rd party, identify the source service provider(s),

contracts, within the last three (3) years. Municipal references are preferred. The City reserves the
right to contact references without prior notification.
8) Client List – Provide current listing of all clients.
9) Work Samples – Provide samples of documents you have produced that are similar to the
documents your firm would provide under this contract.
10) Business Name – Proposals must be made in the official name of the firm or individual under which
business is conducted (showing official business address) and must be signed by a person duly
authorized to legally bind the person, partnership, company, or corporation submitting the
proposal. A corporation must indicate place and date of incorporation.
