CONTRACT 1 - WATER SYSTEM IMPROVEMENTS - PHASE 2
CONTRACT 2 - MARINA IMPROVEMENTS

Burt Township (Owner) is requesting Bids for the construction of the following Projects:

CONTRACT 1 - WATER SYSTEM IMPROVEMENTS - PHASE 2
CONTRACT 2 - MARINA IMPROVEMENTS

Bids for the construction of the Project will be received at the Burt Township Office located at E21837
Grand Marais Ave, Grand Marais, MI, 49839 until May 12, 2026 at 1:00 PM local time. At that time the
Bids received will be publicly opened and read.

The Project includes the following Work:
Contract 1:
Installation of approximately 2,600 feet of open cut water main and 2,600 feet of directional
drill water main, service line replacements, miscellaneous hydrant and valve replacements,

along with associated appurtenances. Includes site security and control improvements, turf
restoration, concrete sidewalk, HMA paving, and complete site restoration.

Contract 2:
Improvements at the marina include the installation of storm sewer, site grading, aggregate

base conditioning, concrete sidewalk, HMA paving, pavement markings, and complete site
restoration.

Bidders will be required to submit a Bid for both Contracts. Bids that include only a single Contract will
not be accepted.

OBTAINING THE BIDDING DOCUMENTS

Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday
through Friday between the hours of 9:00 AM - 4:00 PM Eastern time, and may obtain copies of the
Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will
not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or
partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the
Issuing Office.

Bidding documents also may be examined at the following Builder Exchanges: Michigan Infrastructure
and Transportation Association (MITA), McGraw -Hill Dodge, Construction Association of Michigan, Delta
County, Iron Mountain, Hurley, Marquette, Grand Rapids, Traverse City; the Burt Township office at

Architects, Inc., 100 Portage Street, Houghton, MI 49931. Builder Exchanges are authorized to share the
contract documents with other exchanges.

Printed copies of the Bidding Documents may be obtained from the Issuing Office by paying a deposit of
$100.00 refundable deposit for each set (refundable for the first set only), plus a separate $100.00 non-
refundable handling fee for each set of contract documents. Alternatively, bidding documents are
available as portable document format [PDF] files for a non-refundable charge of $50.00. The Bidding
Documents will include both Contract 1 and Contract 2 and separate deposits will not be required. Make
deposit checks for Bidding Documents payable to U.P. Engineers & Architects, Inc.

A pre-bid conference for the Projects will NOT be held.

Bid security shall be furnished in accordance with the Instructions to Bidders. The Bid Bond or certified
check payable to Owner shall be in an amount no less than 5% of the maximum bid as a guarantee, that
if the Bid is accepted, the Bidder will execute and file the Contract, Performance and Payment Bonds,
and Insurance Certification, as required by the Contract Documents within (10) days after the Notice of
Award.

The Owner reserves the right to waive any informality or to reject any or all bids.

INSTRUCTIONS TO BIDDERS

For all further requirements regarding bid submittal, qualifications, procedures, and contract award,
refer to the Instructions to Bidders that are included in the Bidding Documents.

DOMESTIC PREFERENCE

This project is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the
Infrastructure Investment and Jobs Act (IIJA), Pub. L. 117-58, 70901-70953. Absent an approved

waiver, all iron, steel, manufactured products, and construction materials used in this project must be
produced in the United States.

The following waivers apply to this Contract:
Contract 1 - None
Contract 2 - Marina Improvements is not subject to Domestic Preference requirements.

GOVERNMENT FUNDING

Financing for Contract 1- Water System Improvements Phase 2 is being provided by the United States
of America acting through Rural Development of the U.S. Department of Agriculture. Rural Development
will, therefore, require approval by its representatives of all Contracts, attachments, and similar
documents, all partial and final payments, and all change orders. Davis Bacon wage rates are not
required for either Contract.
