1. INTRODUCTION
Burke County ("the County") is issuing this Request for Information (RFI) to gather information
from qualified vendors about available Government Property Tax Management Software solutions.
Submittal deadline is September 3, 2026, at 2:00pm.

2026. Answers to all submitted questions will be posted on the website below.

2. OVERVIEW
Burke County ("the County") is issuing this Request for Information (RFI) to gather information
from qualified vendors about available Government Property Tax Management Software solutions
capable of supporting Computer Assisted Mass Appraisal (CAMA), real and personal property
administration, tax billing and collections, land records integration, field appraisal, reporting, and
citizen-facing services.
This RFI is issued solely for market research and planning purposes. It is NOT a Request for
Proposals (RFP) or Invitation to Bid, and it will not result in the award of a contract. The County is
using this process to:
Understand the current market landscape of available solutions and vendors,
Gauge how well existing products meet the County's anticipated functional and technical
needs,
Obtain general, non-binding budgetary cost ranges to support project planning and
budgeting, and
Inform the scope, requirements, and structure of a possible future formal solicitation (RFP),
should the County decide to proceed.
Submission of information in response to this RFI does not guarantee an invitation to participate in
any future solicitation, and the County reserves the right not to issue any further solicitation at all.
Vendors will not be paid, reimbursed, or otherwise compensated for responding to this RFI. The
County may contact any respondent to ask follow-up questions or request an informal
demonstration. All communication regarding this RFI should be directed only to County contact
listed on the front page of this RFI.

3. BACKGROUND
Burke County (estimated population 90,000) provides a full range of public services, including
public safety, water/wastewater utilities and sanitation, human services, cultural and recreational
activities, and general government administration.
Burke County Tax Administration is responsible for listing, appraising, assessing, billing, and
collecting property taxes for real and personal property throughout the County, and currently
manages approximately:
Approximately 70,000 real property parcels,
Approximately 8,500 business personal property accounts,
Ongoing revaluation cycles in accordance with North Carolina statutory requirements, and
Annual tax billing and collection processes, appeals management, and public information
services.
The County's current property tax software was procured roughly a decade ago. While it has met
core operational needs, the County believes advancements in cloud hosting, cybersecurity, system
integration, reporting/analytics, and citizen self-service have significantly evolved since that time.
The County is interested in understanding what modern solutions can offer in the following areas:
Integration with GIS and enterprise financial/ERP systems via open APIs,
Advanced reporting and analytics functionality,
Cybersecurity controls and audit tracking,
Scalability to support continued population growth and development,
Modern user interface and workflow automation, and
Citizen online access and self-service capabilities.
4. ANTICIPATED OBJECTIVES
Should the County move forward with a formal procurement, it anticipates the selected solution
would need to support the following high-level objectives. Vendors are asked to speak to these
areas generally in their responses (Section 6).
4.1. Operational Excellence
a. Streamlined, modernized tax administration workflows across CAMA, billing/collections,
land records, and field operations, property tax listing and acceptance of online listing
forms.
b. Reduced manual processes and redundant data entry across departments.
4.2. Data Integrity and Transparency
a. Improved accuracy, reliability, and consistency of property and tax data, with robust
audit trails.

4.3. Improved Citizen Services
a. Intuitive public portals, online payments, property search tools, and digital access to
records.
4.4. System Integration and Interoperability
a. Open architecture and API-driven integration with the County's GIS, ERP/financial
systems, and payment processors.
4.5. Scalability and Future Readiness
a. A flexible, scalable solution supporting growth, revaluation cycles, and evolving
statutory requirements.
b. Cloud-hosted (SaaS) or County-approved hosting with modern cybersecurity safeguards.
4.6. Vendor Stability and Long-Term Partnership
a. A vendor with demonstrated financial stability and a track record of successful
implementations in comparable North Carolina or similarly sized jurisdictions.
5. AREAS OF INTEREST / ANTICIPATED FUNCTIONAL SCOPE
The County anticipates that a future solution would need to address the functional areas below.
These are provided so vendors can describe, at a general level, how their product addresses each
area — a detailed line-item requirements response is not expected at this stage (see Section 6).

5.2. Illustrative Capabilities of Interest
Examples of the kinds of capabilities the County is interested in learning about (not an
exhaustive or binding list):
a. Multi-year parcel history, revaluation modeling, and mass appraisal tools (CAMA).
b. Electronic filing and secure online listing portal (Personal Property).
c. Real-time integration with an online payment processor and citizen payment portal
(Billing & Collections).
d. Deed transfer tracking and GIS/Register of Deeds synchronization (Land Records).
e. Cloud (SaaS) or on-premises hosting, open API architecture, multi-factor authentication,
and detailed audit logging (Technology).
A more detailed technical requirements matrix will be developed as part of any future formal
RFP, informed in part by vendor responses to this RFI.
