NOTICE IS HEREBY given that the City of Hayward invites sealed proposals for 25-059 Bunker Hill Planned Development Area . Each proposal shall be in accordance with the general provisions for purchase of work and services on file in the office of the Engineering , 777 B Street , Hayward , CA 94541-5114 . All proposals must be submitted to the City's eProcurement Portal by 4:00 pm on Friday, June 27, 2025 and clearly identified with RFP title, number, company name and due date. It is the sole responsibility of the proposing firm to ensure that proposals are received prior to the closing time, as late bids will not be accepted and deemed nonresponsive.
City of Hayward (City) invites proposals from qualified professionals with experience in land value appraisals for residential developments in hillside areas.
Caltrans acquired several parcels in 1960s and 1970s, mostly with existing single-family residences for Route 238 Bypass in the Hayward Hills. The Route 238 Bypass was later abandoned and Caltrans decided to sell off its acquired parcels. City of Hayward recommended to Caltrans that its surplus land could be redeveloped more cost effectively and with fewer environmental impacts through grouping and rezoning the parcels in the form of Planned Development areas. This approach was accepted by the California Transportation Commission and agreements were executed between the City and Caltrans to sell off the Caltrans surplus properties pursuant to the city proposed plan. As a condition of the sale, certain payments were to be made by the City to Caltrans upon the City’s sale of such surplus property to third parties.
The Bunker Hill Planned Development Area comprises approximately 37.5 acres with potential for development of along Bunker Hill Boulevard, Bunker Hill Court, Central Boulevard and Maitland Dive as shown in the attached “Bunker Hill Planned Development Area” (Attachment B). The initial land plan envisioned the development of 74 single family residences. The City executed a Disposition and Development Agreement with the City-designated developer (Trumark homes) for the development of the single family residences project. Trumark is now considering the development of a townhome project for the development area, which would require a DDA Amendment. In connection with the City’s consideration of such DDA Amendment, and to understand any possible payments owed to Caltrans, the City seeks a reappraisal of the Bunker Hill Planned Development Area.
