Interior Bullet Resistant Transaction Windows
PART I - GENERAL
DESCRIPTION OF WORK
The glazing contractor shall provide all labor, materials, equipment, supervision and supplies as required
to install Interior U.L. Level 3 Bullet Resistant Transaction Windows at various locations indicated on
attached drawings throughout the Municipal & Safety Building (City Hall) located at 601 E. Main Street,
Johnson City, TN 37601.
Bids should reflect the cost of all materials and labor for installation of Level 3 Bullet Resistant frames,
glass panels, door, and amplified wireless speak thru’ s in accordance with the attached specifications
The dimensions indicated on the drawings are the best obtainable, available data, but are not
guaranteed by the Owner and the Owner shall not be responsible for their accuracy or completeness.
Prior to ordering any material and proceeding with any work the glazing contractor shall verify in the
field all dimensions or conditions necessary to avoid construction errors. No additional compensation
shall be borne by the Owner due to the failure of the Glazing Contractor or his subcontractors to
properly coordinate the work with existing conditions. It shall be the Glazing Contractor’s responsibility
to satisfy themselves to the accuracy of all measurements during the construction process.
Manufacturers Qualifications: Manufacturer shall supply standard test reports and product data to
comply with the U.L. Level 3 Bullet Resistant specification of Invitation to Bid. Manufacturer shall be an
established firm experienced in the production of Bullet Resistant materials.
Installer Qualifications: Glazing contractor shall be a firm experienced in the glazing field and approved
by the manufacturer.
Use of tobacco products are strictly prohibited on all city facilities (both inside and outside). Use of
inappropriate, excessively loud, or vulgar language, gestures, or actions shall be prohibited by the
contractor, subcontractor or their employees.
LICENSES, FEES, PERMITS
The Contractor is responsible for furnishing the proper licenses, fees, and permits required by law to do
business in the City of Johnson City in completion of the requirements stated herein. All work shall be
completed in accordance with the jurisdictions adopted building codes, state and federal laws.
STATE CONTRACTORS LICENSE
Bidder must be a licensed contractor in the State of Tennessee, as required by the Contractor’s Licensing
Act of 1994, State of Tennessee. The attached “Contractors Envelope Form” must be completed and
attached to the outermost bid submittal envelope. A copy of the Bidder’s State Contractor License shall
be included with the bid package.
Vendors are required to visit the JOBSITE to familiarize themselves with the jobsite conditions,
measurements, work and materials necessary to complete the project prior to submitting a bid. Vendor
is responsible for all measurements. Contact Randy Trivette, Director of Facilities Management, cell #
423-483-3064 to schedule a jobsite visit. Only Vendors that have visited the site and registered with
Randy Trivette will be considered as responsive bids.
It is the intent of these specifications to exclude all substances which are potentially hazardous. The
Contractor is to be aware of this intent and verify through his subcontractors, suppliers, and
manufacturers that all materials and products provided for this facility shall be free of known
environmental hazardous substances including formaldehyde, PCB’s, and asbestos related materials. No
such materials shall be installed, even on a temporary basis, in any location of the project.
The attached Insurance Checklist (which includes a section for the Insurance agent to complete),
Certificate of Insurance, and General Contract Form must be completed and returned with the bid
package. Successful vendor shall provide certificate of insurance, as specified, prior to contract release
DRUG FREE WORKPLACE
All bidders must execute the enclosed Drug Free Workplace Affidavit to verify compliance with
TCA 50-9-113 and return same with bid response. Failure to comply with this requirement will
declare that bid non-responsive.
SECTION I – PURPOSE OF THE DRUG & ALCOHOL TESTING PROGRAM
The City of Johnson City recognizes its responsibility to provide safe and efficient operations for
our employees, our citizens and the general public. Our commitment to provide safe and
efficient operations is shown by the implementation of programs and procedures which ensure
compliance with appropriate safety measures, as well as the letter and intent of all applicable
laws and regulations. There is sufficient evidence to conclude that the use of illegal drug/alcohol;
drug/alcohol dependence and drug/alcohol abuse seriously impairs an employee’s performance
and general physical and mental health. The illegal possession and use of drugs, alcohol and/or
narcotics by employees of the City is a crime in this jurisdiction and is clearly unacceptable.
Therefore, the City of Johnson City has adopted this written policy to ensure an employee’s
fitness for duty as a condition of employment; to ensure the drug tests and alcohol tests are
conducted on safety-sensitive positions in the categories of: pre-employment, random testing,
suspicion testing, and return-to-duty testing.
To comply with TCA Title 50 Chapter 9 Part 1, all bidders and/or those proposing to do service
with the City must have a testing program of the same or better than the requirements of the
City of Johnson City.
Period: The installation contractor shall guarantee workmanship for one (1) year. Manufacturer’s
warranty terms and conditions shall be provided with Bid submittal.
Manufacturers’ Product Data: Submit product literature.
Shop drawings: Submit shop drawings for approval prior to ordering.
Certification: Manufacturer shall submit certifications attesting that the materials furnished will meet
specifications for Level 3 Bullet Resistance.
PART 2 – PRODUCTS
Framing: U.L. Level 3 Framing with finish as listed on individual drawings.
Glazing: U.L. Level 3 Glass Clad Polycarbonate.
Wireless Speak Thru: Bullet Resistant Battery operated Amplified Wireless Speak Thru inserted into hole
in Bullet Resistant Glass
Door: U.L. Level 3 Bullet Resistant Door, ½ glass including necessary hardware.
** All recessed deal trays will be supplied and installed by City of Johnson City prior to Glazing
Contractor installing the Bullet Resistant Glass.
RIGHTS AND OPTIONS OF THE CITY OF JOHNSON CITY
The City reserves the following rights and options:
Determine those vendors who are most qualified.
o Postpone, accept or reject any or all bids for any reason, at its sole discretion.
o Supplement, amend, or otherwise modify this ITB.
o Cancel this ITB with or without the submission of another ITB.
o Issue additional solicitations for information and proposals, and conduct investigations
with respect to the qualifications of each respondent.
Payment terms will be net 30 days after final completion and acceptance by the City.
