BUILDING UPDATES PROJECT TO THE

KELLY ELEMENTARY SCHOOL

The City of Holyoke (Awarding Authority) will prequalify prime general contractors for the Building

Updates to the Kelly Elementary School located on 216 West St, Holyoke, MA 01040 Holyoke, MA. The

estimated construction cost for this Project is $6,650,000. Bidders shall be DCAMM Certified in

General Building Construction.

Starting on 11/17/2025 Prime General Contractors can request Electronic copies (PDF) of the RFQ and

Bid Forms may be requested from the City’s OPM via email to Mike Ulichney, PCA360

mulichney@pca360.com using the subject line ‘Kelly ES RFQ Request’.

The deadline for questions is November 26, 2025 at 2:00PM.

The deadline for submitting qualifications is December 5, 2025 at 2:00PM.

Only prequalified General Contractors will be invited to bid on the project. Filed Sub-Bids to be advertised

separately. The city reserves the right to reject any and all submissions if in the city’s best interest. This

procurement is being conducted following M.G.L. Ch.149 and all applicable sections.
