Subject: Pre-solicitation Notice for Building Resilient and Inclusive Communities in Conflict (BRICC) Indefinite Delivery, Indefinite Quantity (IDIQ) contract and Task Order 1 (TO 1), Syria Essential Services and Livelihoods (SES+L) activity, RFP Number: 72027819R00006
Dear Prospective Offerors:
The United States Agency for International Development (USAID) Southern Syria Assistance Platform (SSAP) intends to issue a Request for Proposals (RFP) on or about June 24, 2019 for the USAID/SSAP “Building Resilient and Inclusive Communities in Conflict” (BRICC) Indefinite Delivery, Indefinite Quantity (IDIQ) contract and Task Order 1 (TO 1), Syria Essential Services and Livelihoods (SES+L) activity, as further detailed below. The expected closing date of the RFP is August 5, 2019.
This procurement will be conducted under full and open competition procedures, pursuant to Part 15 and 16 of the Federal Acquisition Regulation (FAR) (48 CFR Part 16).
The anticipated contract type for the IDIQ contract and TO 1 is Cost Reimbursement plus Fixed Fee. For construction services, should they be required, Firm Fixed Price type Task Orders will be issued under FAR Part 36.
The anticipated IDIQ award is multiple-holder. It is anticipated that there will be U.S Small Business Set Aside award(s) under this procurement. The expected period of performance is five (5) years, with the possibility of Task Orders extending for an additional two (2) years beyond that date. The IDIQ estimated ceiling is US $150 million.
With regards to TO 1, the period of performance is two (2) years, with options for up to 5 years total in increments of 12 months.
Except for the information provided herein, no additional information regarding this planned RFP is available at this time. This notice does not obligate USAID to release a solicitation or award a contract nor does it commit the Government to pay for costs incurred in the preparation and submission of a proposal. In addition, final award(s) cannot be made until funds have been fully appropriated, allocated, and committed and internal USAID procedures have been completed.
Please continue to monitor www.fbo.gov for the release of the solicitation. All necessary information will be supplied at the time the RFP is posted on www.fbo.gov . Questions/requests for information will not be responded to until RFP issuance.
Interested parties are advised to periodically monitor the above website for updates concerning this procurement. No proposals for funding should be submitted until after the RFP is issued.
Part I: BRICC IDIQ
The Resilience Objective (RO) of the Building Resilient and Inclusive Communities in Conflict (BRICC) IDIQ is to foster resilience and stability in conflict-affected communities across Syria. BRICC Task Order (TO) holder(s) (e.g. BRICC Contractor(s)) shall achieve this RO by working with stakeholders to achieve five intermediate results (IRs):
(1) Essential services restored and accessible; (2) inclusive, participatory, accountable, and transparent governance strengthened; (3) livelihoods restored and economies revived; (4) access to education and vocational training expanded; and (5) access to healthcare, mental health, and psycho-social support services expanded. To achieve this RO, BRICC TO Holders shall apply an integrated, multi-sectoral, conflict-sensitive approach across all IRs. TO Holders shall coordinate and collaborate closely with other USAID and U.S. Government (USG) activities and like-minded donors.
BRICC implementers are expected to retain a Rapid Response Capacity to quickly adapt and respond to the dynamic context in Syria by being able to quickly identify and deploy short-term technical and operational staff to support the overall BRICC RO as well as individual TOs.
Offerors must establish a team of diverse partners that demonstrate technical expertise to efficiently and effectively execute the full range of the possible tasks and show strong familiarity with the diverse populations in Syria. Offerors will be expected to demonstrate how they intend to manage, coordinate, utilize and integrate sub-contractors, grantees and other partners, as well as lay out a process to cultivate and nurture Syrian organizations as implementing partners.
BRICC implementers will initially launch in areas outside of Regime control in northeast Syria. If the political, legal, and security situation permits, BRICC may expand to other parts of Syria. The scope of services under this IDIQ are not substantially or predominantly construction services. However, as part of the overall effort, implementers may be required to undertake ancillary construction services including rehabilitation and restoration of services.
Part II: Task Order 1
The objective of the Syria Essential Services and Livelihoods (SES+L) Task Order (TO) 1 is to advance the BRICC RO by delivering services to achieve three of the BRICC IDIQ Intermediate Results (IRs):
IR 1. Essential services restored and accessible; IR 2. Inclusive, participatory, accountable, and transparent governance strengthened; and IR 3. Livelihoods restored and local economies revived.
The program will initially implement in northeast Syria and must be able to cover the whole of Syria, including the ability to implement activities in newly liberated areas, as the legal and policy parameters permit. The primary means of accomplishing the SES+L Task Order objective is through participatory, community-based approaches to essential services, good governance, and livelihoods. The SES+L Task Order Holder shall bring together diverse Syrian actors and other regional and international partners to help Syrians sustainably restore and manage essential services, strengthen governance processes, and jumpstart economic recovery.
