00 00 00 - Bidding Requirements
Bid Dates
Bid documents are available on-line at www.grosseile.com or by contacting the Airport Manager
by email at janelm@grosseileairport.com. All respondents must address all requested criteria in
the proposal and meet the Township's legal and insurance requirements in order to be
considered.
Each respondent must submit three (3) copies of the Proposal provided in an opaque envelope
titled "Grosse Ile Township Building 63 Renovation," no later than 3:00 P.M. local time June 5,
2026. Proposals should be addressed to: Township Clerk, Township of Grosse Ile, 9601
Groh Rd. Grosse Ile, MI 48138.
Mandatory Pre-Bid Conference
Will be held on Tuesday, May 26, 2026 at 10:00 am local time at the project site at 27502
Meridian Road, Grosse Ile, MI 48138. The Airport Manager will be present to discuss the
project and receive questions from prospective bidders, who are encouraged to attend and
participate in the discussion.
Bridge Statement
The Township of Grosse Ile is an island located in Southeastern Michigan with two points of
vehicle access. There is one TOLL and one FREE bridge. Each bridge carries specific weight
limits that all contractors bidding on services should be aware of. Consideration for weight
restrictions, tolls, and intermediate closures should be made when issuing proposal(s).
Project Safety, Insurance, and Liability
The contractor must comply with OSHA, MIOSHA, and industry standards for operation in all
elements of work performance.
Workers' Compensation Insurance
i. The contractor shall procure and shall maintain during the duration of the agreement,
Workers' Compensation Insurances as required by State Law, for all of its employees to
be engaged in work on the project.
ii. The contractor shall also procure and maintain Employers Liability Coverage in the
following amounts
Bodily injury by accident: $500,000 Each Accident
Bodily Injury by Disease: $500,000 Policy Limit
Bodily injury by disease: $500,000 Each Employee
A. Commercial general liability insurances
General Aggregate: $2,000,000
Products-Completed Operations Aggregate: $2,000,000

B. Contractors motor vehicle Liability Insurance
Coverage is for all Owned, Leased, Hired and/or Non-Owned Motor Vehicles
1. Bodily Injury and Property Damage with a Minimum Combined Single Limit:
$1,000,000
2. All Statutory No-Fault Coverages.
C. Umbrella Insurance Coverage with the following Limits:
Each Occurrence: $2,000,000
Aggregate: $2,000,000
D. Additional insured
Commercial General Liability Insurance and motor Vehicle Liability Insurance as
described above shall include an endorsement stating the following shall be additionally
insured.
"The Township of Grosse Ile, including all elected and appointed officials and
employees."
Bid Bond
The Contractor shall provide with their proposal a bid bond for 5% of the bid amount.
Bonds Provided after Contract Award
The Contractor shall furnish the Township with a performance bond and a payment bond for an
amount not less than one-hundred percent (100%) of the entire contract amount. Providers of
bonds shall be licensed to conduct business in the State of Michigan by the Michigan
Department of Licensing and Regulatory Affairs (LARA). The Township reserves the right to
wave Bonding Requirements on Contracts less than $50,000.00. Additionally, General Liability
of $2,000,000. Proof of coverage must be provided with Proposal, also XCU (explosion,
collapse, underground) coverage shall be provided.
Payment Schedule
Contractor shall provide a Schedule of Values with their first payment application. The
Contractor can submit a payment at 25%, 50%, 75%, and substantial completion with 10%
being withheld. On request of the Contractor, the Owner has the option to reduce the withheld
percentage if the remaining scope is valued less than 10%. Once the project is fully complete,
and the Owners punch list has been completed, the remaining withheld amount can be paid to
the contractor.
Evaluation of submittals
The evaluation of the proposals and of the respondents presenting them will be carried out by
the Airport Manager and the Airport Commerce Park Board. The Grosse Ile Township Board will
make its decision on the information gathered during the procurement process and based upon
the recommendations of the Airport Commerce Park Board. The Board regards the submission
of the proposal as the most important factor in the selection of a respondent to provide the
services described herein. The Township reserves the right to reject any and all proposals, to
waive any informality and to award a contract to the proposer whom the Board deems serves
the best interest of the Township of Grosse Ile regardless of pricing.
The Board shall not be responsible for any costs incurred by the responding to this request for
proposal. Further, the Township of Grosse Ile shall not be responsible for any costs incurred by
participating in an oral presentation or costs associated with negotiation.

00 10 00 - Contract Requirements
The selected general contractor will enter into an agreement with the Airport Commerce Park
and Grosse Ile Township.
00 26 00 - Procurement Substitution Procedures
Contractor to investigate proposed substitution products and determine that they are equal or
superior in all respects to products specified. Substitutions shall be submitted to Architect for
approval. Coordinate installation of accepted substitutions into the Work, making such changes
as may be required for the Work to be complete in all respects.

DIVISION 01 00 00. GENERAL REQUIREMENTS
01 50 00 - Temporary Facilities and Controls
This work shall consist of the application of temporary measures throughout the life of the
project.
01 51 13 - Temporary Electricity
Temporary power shall be provided by the Owner. Coordinate with Owner during construction.
01 51 26 - Temporary Lighting
Contractor to provide and install temporary lighting for construction site. Provide and install
temporary lighting in all work areas sufficient to maintain a lighting level during working hours
not less than the lighting level required by OSHA standards. As permanent lighting facilities are
completed, they may be used in lieu of temporary facilities. Provide temporary lighting as
required to satisfy safety and security requirements. Maintain a minimum illumination level of 30
foot-candles measured 3 ft. above floor in areas where finish trades are performing work.
01 52 00 - Construction Facilities
Field offices and sheds shall be portable or mobile buildings. Structurally sound, secure,
weather tight enclosures for office and storage spaces shall be maintained during progress of
work and removed at completion of work. Size of field offices and sheds shall depend on
contractor's needs. Install appropriate fire extinguisher. HVAC shall be adequate to maintain
comfortable conditions. At completion of work, all temporary facilities shall be removed and
area restored to new condition.
01 52 19 - Sanitary Facilities
Temporary toilet facilities shall be used. Contractor shall provide and maintain in a neat and
sanitary condition such accommodations for the use of his employees as will comply with laws
and regulations. Temporary toilet facilities may consist of portable toilets. The number shall be
based on number of workers, 1 toilet per 15 workers. Toilet facilities shall be kept supplied and
clean and in sanitary condition until the completion of the work and then shall be removed from
the site. Upon removal the site shall be properly cleaned and graded.
01 55 00 - Vehicular Access and Parking
Coordinate with Owner during construction.
01 56 00 - Temporary Barriers and Enclosures
The contractor shall provide barriers to prevent unauthorized entry into construction areas and
to protect existing facilities and adjacent properties from damage from construction operations
and demolition.
01 60 00 - Product Requirements (Scope of Work)
All materials shall be installed in strict accordance with the manufacturer's written specifications
or Material's Institute Standards. Where the manufacturer's recommended details are used, the
manufacturer shall be responsible for the performance of their product. All Items not specifically
mentioned that are required to make the work complete and operational shall be included.
Submittals and Shop Drawings - Contractor shall submit submittals and shop drawings for all
products installed to Architect for review and approval before purchase or installation. See
individual specification sections for product specific submittal requirements.

Installation and Storage - All materials, supplies and equipment shall be installed per
manufacturer's recommendations and per applicable codes and requirements. Material stored
on site shall be protected from damage by moisture, wind, sun, abuse or any other harmful
effects.
01 70 00 - Execution and Closeout Requirements
The execution of all work shall be in strict accordance with these specifications and
manufacturer's written specifications or Material's Institute Standards. Where the manufacturer's
recommended details are used, the manufacturer shall be responsible for the performance of
their product. All work not specifically mentioned that is required to make the work complete and
operational shall be included.
Codes - Construction shall comply with all applicable national, state and local building
codes. It is the responsibility of the Contractor to ensure compliance with said codes and
modify the specifications as needed to comply with such codes.
Measurements - The Contractor shall check and verify all dimensions and conditions
before proceeding with construction. Do not scale drawings. Noted dimensions take
precedence.
Workmanship - Workmanship shall conform to the best and highest standards of quality
in each trade and shall include all items of fabrication, construction and installation. All
work shall be completed by skilled tradesmen and mechanics. Installation of all
equipment and materials shall be in strict accordance with manufacturers
recommendations.
Insurance - Builders Risk Insurance shall be maintained by the contractor during the
course of construction until final acceptance by the owner. All bonding and insurance
requirements shall be coordinated with the Owner prior to beginning construction. All
contractors shall provide and be solely responsible for necessary barricades and safety
precautions, and strictly adhere to all governing codes on safety, including the OSHA
Act.
01 74 00 - Cleaning and Waste Management
Construction site to be in a clean and orderly condition throughout the construction process.
Clean interior spaces prior to the start of finish painting and the application of other finishes. At
the conclusion of construction, the project shall be properly cleaned. This should include but not
be limited to; cleaning the interior and exterior glass, surfaces exposed to view, remove
temporary labels, stains and foreign substances, polish transparent and glossy surfaces,
vacuum carpeted and soft surface areas, sweep and mop all tiled surfaces, etc. Clean
equipment and fixtures to a sanitary condition. Remove all waste and surplus materials.
01 76 00 - Protecting Installed Construction
Contractor to protect all installed construction. If products or materials come with a protective
coating, contractor shall maintain protective coating until construction is complete. Contractor
shall replace any items that become defective or damaged.

DIVISION 02 00 00. EXISTING CONDITIONS
02 00 00 - Existing Conditions
Contractor shall review construction documents, and familiarize themselves with the existing
facility before starting construction.
02 41 00 - Demolition
Provide all labor, materials, and equipment to perform the demolition scope. Remove all
demolition debris from job site.
02 80 00 - Facility Remediation
Contractor to inform Owner of any suspected hazardous materials identified during construction.

DIVISION 03 00 00. CONCRETE
03 00 00 - Concrete
Contractor shall review construction documents and provide labor and materials pertaining to
concrete and foundations as required in said documents and as specified herein, while
complying with all applicable building codes.
Submittals and Shop Drawings - Contractor shall submit mix data and product data for all
concrete accessories to be installed to Architect for approval before concrete work is performed.
03 05 00 - Common Work Results for Concrete
All concrete work shall be designed on the basis of "Strength Design" in accordance with ACI
318 "Building Code Requirements for reinforced Concrete." Concrete work shall be proportioned
in accordance with ACI 301 "Specifications for Structural Concrete" and ACI 211.1
"Recommended Practice for Selecting Proportions for Normal Weight Concrete". Concrete
slabs shall be constructed of a minimum 3000 psi concrete, 28 day test, with a 4" minimum to 6"
maximum slump maximum. Slabs exposed to freezing temperatures shall be constructed of a
minimum 4000 psi concrete, 28 day test, with a 4" minimum to 6" maximum slump maximum,
air-entrained to 5 - 8%. No additional water shall be added to concrete after slump test is
recorded. Cylinders shall be taken from every batch truck and tested for compressive strength
at 7 and 28 days. Concrete should be a mix of high grade Portland cement, clean sand or
granular fill and washed gravel or crushed stone as coarse aggregate per ACI 530. Maximum
aggregate size shall be 34". All aggregates shall conform to ASTM C33. Gravel should be well
graded and not exceed 1 1/2" in size. Water shall not exceed 5 1/2 gallons for each bag, unless
sand is very dry. Concrete shall be mixed using an approved batch machine or mobile mixer
until uniform in color and providing a 4" minimum to 6" maximum slump.
03 10 00 - Concrete Forming and Accessories
Provide all labor, materials and equipment necessary for the completion of the plain and
reinforced concrete called for on the plans. Concrete when deposited shall have a temperature
ranging between a minimum of 50 degrees Fahrenheit and a maximum of 90 degrees
Fahrenheit.
Construction of Forms - Construct wood forms of sound material, and of the correct
shape and dimensions, constructed tightly and of sufficient strength. Brace and tie the
forms together. Make joints and seams mortar tight. Install leakage control materials in
accordance with manufacturer's installation instructions.
Chamfered Corners - Unless otherwise noted, provide chamfered corners on all
exposed corners. Provide 1/2 inch moldings in forms for all chamfering required.
Embedded Items - make provisions for sleeves, anchors, inserts, water-stops and other
features.
03 21 00 - Reinforcing Steel
Reinforcing steel (rebar) shall be minimum ASTM A615, grade 40. All reinforcement splices
shall be in accordance with ACI 318 for "Strength Design." All reinforcement steel shall be
accurately placed, rigidly supported, and firmly tied in place with bar supports and spacers in
accordance with ACI 301 and ACI 318.

03 22 00 - Welded Wire Fabric Reinforcing
Welded wire fabric shall conform to ASTM A105 and be located in the center of the depth.
Install at slab on grade conditions.
03 35 00 - Concrete Finishing
Repair of surface defects shall begin immediately after removal of form or pouring of slab
foundation. Provide smooth steel trowel finish for all interior slab areas. Patch all voids and
depressions exceeding 3/8 inch in any direction.
