SECTION 1. INSTRUCTIONS TO OFFERORS
1. Sealed qualifications will be received until 2:00 p.m. (EST), Thursday, August 27,
2026, at the Genesee County Purchasing Department, 324 S Saginaw St, Suite 9A,
Flint, MI, 48502. The Genesee County Purchasing Department hours of operation are
8:00 a.m. - 5:00 p.m. Monday - Friday, closed holidays (view website for days that
County is closed to the public). Label the envelope containing the quote response as
described on page 1. LATE QUALIFICATIONS SENT BY FACSIMILE OR E-MAIL
WILL NOT BE ACCEPTED.
2. Submit one original and one paper copy of your statement of qualifications. After
the RFQ closes, you will be contacted to send the County an electronic copy of
your statement of qualifications. All statement of qualifications become the property
of Genesee County. The original must include a signature on the Signature Page of a
person authorized to make a binding offer. Failure to provide the required number of
duplicate copies may result in rejection of your statement of qualifications. Statement
of Qualifications may not be submitted through the MITN site for this offering.
3. Please carefully review this document. It provides information necessary to aid
participating vendors in formulating a thorough response. A formal, comprehensive
review period will be conducted to ensure that Genesee County selects the best possible
vendor(s) that will provide the best value and service.
4. All submissions will be time stamped by an individual within the Office of Fiscal Service
Department. The only acceptable evidence of the time of receipt of the submissions is
that of the time clock that resides within said department. It is each Proposer's
responsibility to insure that their qualification is time stamped by the Fiscal Services
Department by the deadline. This responsibility rests entirely with the Proposer,
regardless of delays resulting from postal handling or for any other reasons. Quotes will
be accepted at any time during the normal course of business only, said hours being
8:00 a.m. to 5:00 p.m. Local Time, Monday through Friday, legal holidays as exception.
5. Michigan Inter-governmental Trade Network- an alternate review of Request for

a. Genesee County has partnered with BidNet as part of the Michigan Inter-

6. All communications, any modifications, clarifications, amendments, questions,
responses or any other matters related to this RFQ, shall be made by and through the
purchasing contact reference in this solicitation. No contact regarding this solicitation
made with other County employees is permitted. Any violation of this condition may
result in immediate rejection of proposal.
7. All prospective offerors shall be responsible for routinely checking the Genesee County
Purchasing Department website at Current Bids (www.geneseecountymi.gov) for issued
addenda and other relevant information. Genesee County shall not be responsible for
the failure of a prospective offeror to obtain addenda and other information issued at
any time related to this RFQ.
8. A sample of a contract is attached to this RFQ. After the award is made to the successful
proposer, the County and the successful proposer will negotiate a final contract that
substantially conforms to said contract. Any exceptions to the terms and conditions of
the contract and this RFQ must be clearly set forth in your bid and referenced on
company letterhead. The County will not entertain negotiations to change any terms
and conditions of the contract or RFQ unless those changes are requested in your bid.
9. Insurance must be provided prior to the contract starting date and kept in full effect and
compliance during the entire contract period. Insurance requirements are provided in
Section 9 Insurance Required from Proposers. Failure to comply with these provisions
will cause termination of the agreement. The County of Genesee requires a signed
Genesee County Insurance Requirements acknowledgement form with each quote
submitted.
The contractor agrees to be responsible for any loss or damage to property or persons
due to the performance of services herein contracted and further agrees to indemnify
and defend the County of Genesee, and any local government entity being serviced
under an agreement, against all claims or demands whatsoever, and to hold the County
of Genesee harmless from any loss or damage resulting therefrom.
County Policy dictates that under no circumstances can the County agree to indemnify
proposers pursuant to Michigan Law.
10. Proposal Format: Proposals must be submitted in the format outlined in SECTION 7 -
INFORMATION REQUIRED FROM OFFERORS to be deemed responsive.

SECTION 3. ADDITIONAL TERMS & CONDITIONS
1. Purpose: Genesee County ("the County") is soliciting statements of qualifications
from qualified firms who can Build Home Ramps for Seniors in Genesee County as
defined in the Scope of Services for Genesee County Department of Senior Services
("GCDSS").
2. Issuing Office: This RFQ is issued by the Genesee County Purchasing Department
on behalf of the Genesee County Department of Senior Services. The contact person
is Rita Schubert, Purchasing Manager, Genesee County, 324 S Saginaw St, Suite
9A, Flint, Michigan 48502, phone: (810) 257-3195, fax: (810) 257-3560 and
rschubert@geneseecountymi.gov. Email is the preferred method of contact.
3. Questions & Inquiries: All questions regarding this RFQ shall be submitted in
writing and received no later than Wednesday, August 5, 2026, before 3:00 p.m.
(EST) to the Genesee County Purchasing Department as listed above. E-mail is the
preferred method of contact for all inquiries concerning this RFQ, please entitle the
subject line of your e-mail as follows: Questions(s) for RFQ #26-513. No verbal
interpretation to any respondent as to the meaning of any requirement stated in this
RFQ shall be binding on Genesee County. All responses to questions regarding this
RFQ shall be issued in writing and distributed as an addendum by Genesee County.
4. Addenda: Genesee County reserves the right to amend and provide clarification of
this RFQ prior to the date for proposal submission. In such an event, an addendum
will be posted on the Purchasing Department website Current Bids
(www.geneseecountymi.gov). Further, all offerors shall acknowledge having seen
any and all addendums issued (1, 2, 3, etc.) on the Signature Page.
5. Qualification Considerations: All costs incurred in the preparation of a response
to this RFQ or any costs prior to approval of the contract by Genesee County and
formal notification to the selected proposer will be the responsibility of the respondent
and will not be reimbursed by Genesee County. Quotes should be prepared simply
and economically, providing a straightforward, concise description of the proposer's
ability to meet the requirements of this RFQ.
6. Responsive Qualifications: To ensure proper consideration, all offerors are
encouraged to submit a complete response to this RFQ using the format outlined in
Section 7, INFORMATION REQUIRED FROM OFFERORS. In addition, at least one
of the paper proposals must be signed with an original signature of the official
authorized to bind the offeror to its provisions. Submissions will be reviewed within
30 days of receipt.
7. Qualification Modifications: Clarifications, modifications, or amendments to any
quote that has been submitted, but prior to the Quotes closing date, may be made
only within the discretion and written approval of the Purchasing Manager.

8. Withdrawal of Qualifications: Quotes may only be withdrawn by a proposer with
written notice prior to the date and time set for the quote closing.
9. Validity Period: Any proposal submitted as a result of this Request for Qualification
shall be binding on the proposer for 120 calendar days following the due date.
10. Disclosure: All information in an offeror's proposal is subject to disclosure under the
provisions of Public Act N. 442 of 1976 known as the "Freedom of Information Act".
This Act also provides for the complete disclosure of contracts and attachments
thereto. In the event that a offeror wishes to designate any portion of their submission
as "confidential" or "proprietary," the offeror must contact the Purchasing Manager
prior to submission of the proposal. All requests regarding disclosure and requests
for confidentiality of a proposal response to this RFQ shall be submitted in writing and
received no later than Wednesday, August 12, 2026, by 12:00 p.m. (EST), to the
Genesee County Purchasing Department as listed above.
11. Errors, Omissions, and Discrepancies: If a Proposer discovers any ambiguity,
conflict, discrepancy, omission, or other error in this RFQ, it shall immediately notify
the Genesee County Purchasing Manager of such error in writing and request
modification or clarification of the document prior to the deadline for submitting
questions. Genesee County will make modifications by issuing a written addendum.
The Proposer is responsible for clarifying any ambiguity, conflict, discrepancy,
omission, or other error in the Request for Quotes prior to submitting a quote or it shall
be waived.
12. Non-Assignability: The contract may not be assigned, transferred or conveyed by
the Contractor without the expressed written consent of Genesee County.
13. Independent Contractor: It is understood and agreed to, by and between the
Contractor and Genesee County, that any and all acts that the Contractor or its
personnel, employees, and servants perform pursuant to the terms of the Contract
shall be undertaken as independent contractors and not as employees of Genesee
County by or with a contract or agreement, nor imposed any liability upon Genesee
County. All acts and contracts of the Contractor shall be in its own name and not in
the name of Genesee County.
14. Subcontracts: The Contractor shall not enter into subcontracts to this Agreement
with additional parties without obtaining prior written approval of Genesee County. A
condition of granting such approval is that such subcontractors shall be subject to all
conditions and provisions of this contract. The Contractor shall be responsible for the
performance of all subcontractors.
15. Statement of Exceptions: The offeror shall furnish a statement on company
letterhead giving a complete description of all exceptions to the terms, conditions, and
specifications set forth in the proposal. Failure to furnish this statement shall mean
that the offeror agrees to meet all requirements set forth in this solicitation.

16. Acceptance of Qualification Content: It is proposed that, if a contract is entered
into as a result of this RFQ, the RFQ will serve as the basis for the contract. The
contents of the proposal of the successful offeror may become contractual obligations
if a contract is issued. Failure of the successful offeror to accept these obligations will
result in cancellation of contract award.
17. Rejection of Offers: Genesee County reserves the right to reject any and all offers
received in response to this RFQ.
18. Prime Contractor Responsibilities: The successful offeror(s) will be held
responsible for all services required as part of this solicitation regardless of who
produces them. Further, the County will consider the successful offeror to be the sole
point of contact with regard to contractual matters, including payment of all charges
resulting from the contract.
19. Debarment and Suspension: The contractor certifies to the best of its knowledge
and belief, that the corporation, LLC, partnership, or sole proprietor, and/or its'
principals, owners, officers, shareholders, key employees, directors and member
partners: (1) are not presently debarred, suspended, proposed for debarment,
declared ineligible, or voluntarily excluded from covered transactions by any Federal
department or agency; (2) have not within a three-year period preceding this form
been convicted of or had a civil judgement rendered against them from commission of
fraud or a criminal offense in connection with obtaining, attempting to obtain, or
performing a public (Federal, State or local) transaction or contract under a public
transaction; violation of Federal or State antitrust statutes or commission of
embezzlement, theft, forgery, bribery, falsification or destruction of records, making
false statements, or receiving stolen property; (3) are not presently indicted for or
otherwise criminally charged by a governmental entity (Federal, State or local) with
commission of any of the offenses enumerated in (2) of this certification; and , (4) have
not within a three-year period preceding this bid had one or more public transactions
(Federal, State or local) terminated for cause or default.
SECTION 4. QUALIFICATIONS OF OFFERORS
In order to qualify for award, an offeror shall have the capability in all respects to perform the
work and the integrity and reliability, which will assure good faith performance. This
requirement shall include, but is not limited to, the availability of the appropriate financial,
material, equipment, facility, personnel, ability, expertise and experience necessary to meet all
procurement requirements.
No proposal will be considered from any offeror unless known to be skilled and regularly
engaged in work of a character similar to that covered by the solicitation documents.
The following requirements are necessary for consideration of contract award:
1. The offeror shall be financially stable and have the financial wherewithal to carry out
the requirements of this solicitation.

2. The offeror must be licensed by the State of Michigan, or by the applicable authorizing
agency.
3. Offerors must have a minimum of three years of proven experience providing
professional licensed construction services.
4. Qualifications of the company/employees performing the service
* Contractor agrees to only employ staff that have had a satisfactory criminal
background check. Employees:
Must not have a felony conviction in this state or elsewhere within the last 10
o
years.
Must not have a felony charge pending in this state or elsewhere.
o
Must not have a misdemeanor conviction in this state or elsewhere within the
o
last 10 years involving theft, assault, battery, drug-related or all abusive
crimes; and
Must not have a misdemeanor conviction charge pending in this state or
o
elsewhere involving theft, assault, battery, drug-related, or any and all
abusive crimes.
If an offeror does not convince Genesee County that it possesses the above minimum
qualifications with the proposal submission, Genesee County shall not consider its proposal for
award.
SECTION 5. PURPOSE
Genesee County is requesting Statements of Qualifications from Contractors. Review of
submission will be made within 30 day of receipt. All responding qualified Contractors will
be placed on a list of Qualified Contractors maintained by the Genesee County Department
of Senior Services for future building of ramps for seniors throughout Genesee County. Only
Qualified Contractors will be awarded contracts through Genesee County Department of
Senior Services. As the building of ramps is needed an additional detailed bid or quote
request will be issued.
SECTION 6. SCOPE OF SERVICES
Genesee County Department of Senior Services is seeking qualified licensed contractor(s)
to provide design and construction services for the Senior Ramp Program. The selected
contractor(s) shall design, construct, and install high-quality, legally compliant permanent
and temporary accessibility ramps for eligible seniors at no cost to the program participant.
The contractor(s) shall furnish all labor, supervision, tools, equipment, materials, permits,
inspections, transportation, and site cleanup necessary to complete each project in
accordance with all applicable federal, state, and local laws, regulations, building codes,
and accessibility standards.

In addition to ramp construction services, the contractor(s) shall assist with the participant
intake and eligibility verification process, including:
* Assisting applicants with completing and submitting program applications;
* Verifying applicant eligibility requirements;
* Confirming that applicants are residents of Genesee County;
* Confirming that senior applicants are 60 years of age or older;
* Verifying homeownership or obtaining written authorization from the property
owner/landlord when applicable;
* Assessing whether the residence is suitable for the installation of a permanent or
temporary ramp; and
* Providing recommendations regarding the most appropriate ramp solution based on
the participant's needs and site conditions.
Project Description
The Genesee County Department of Senior Services anticipates funding and constructing
ADA-compliant and otherwise code-compliant residential accessibility ramps for eligible
seniors with disabilities throughout Genesee County during the upcoming fiscal year.
Qualified firms that submit Statements of Qualifications (SOQs) by the established
submission deadline and are determined to be eligible by the County will be placed on a
prequalified contractor list. Prequalified firms will be invited to submit bids or quotes for
individual ramp projects on an as-needed basis throughout the contract period.
Length of Contract
This is a one (1) year contract, beginning upon approval by the Board of Commissioners.
There will be the option of two (2) one (1) year contract renewals, mutually agreed upon by
the County and successful vendor(s).
Budget
Based on the identified program goals, targeted population, outcomes, components,
activities, expertise, and team required, the maximum budget is $225,000.00 for Senior
Services. The contractor(s) will be paid per completed ramp as detailed in the Compensation
section.
SECTION 7 - INFORMATION REQUIRED FROM BIDDERS
In order to be deemed responsive, bids must be submitted in the format outlined below:

f. Demonstration of Financial Stability - Provide information that establishes the
offeror has the credit and financial stability to assure good faith performance. All
offerors shall include financial statements:
a. Most recent Federal Income Tax Returns OR balance sheets and income
statements
g. Each offer is to include
a. Current builders license
b. Please indicate if your firm has been cited and/or fined within the last three
(3) years by any Federal, State or Local regulatory agency. If so, please
provide the following information:
i. Date
ii. Identity of the agency issuing the citation or fine
iii. Description of the violation
iv. Final rulings of agency
h. Statement of all Exceptions to any Terms, Conditions, and Requirements in the
RFQ.
i. Additional information and comments - any information that is believed to be
pertinent or not specifically asked for elsewhere. Genesee County welcomes
innovative and unique strategies from bidders.
Failure to provide all requested items may be sufficient cause for rejection of proposal
response.
Bids may be judged non-responsive and removed from further consideration if any
of the following occur:
a. The bid is not received in a timely manner in accordance with the terms of this
RFQ
b. The bid does not follow the specified format as presented in Section 7
c. The bid is not adequate to allow a judgment by the reviewers
