Summary

The purpose of this RFP is to obtain a comprehensive, commercial, off-the-shelf budget software solution (“Solution” or “System”) capable of meeting the needs of the City of Norfolk.



Background

The City of Norfolk’s (the “City”) Department of Budget and Strategic Planning is comprised of three teams with distinct goals:

• The Budget and Policy Team develops and monitors the City's annual budget as well as analyzes and evaluates City policies and programs.

• The Grants Management Team aids departments in acquiring funds from federal, state, and philanthropic sources as well as manages funds the City provides to Norfolk-based non-profit organizations.

• CivicLab helps City leadership and residents understand and harness City's valuable data, performs advanced data analytics and assists City employees in improving processes using innovative techniques.

The current budget development process utilizes multiple pieces of software to develop, forecast, and produce the City’s various budget and plan documents. The new Solution shall be a user-friendly system that incorporates the City’s various budget components (set forth as Section I(D)) and automates processes that are currently completed manually.
