BUCKHORN RD: M.P. 1.6 TO NW LOWER BRIDGE WAY
Deschutes County Road Department is requesting proposals for services from a qualified
team of engineering professionals to provide engineering design services for the
Buckhorn Rd: M.P. 1.6 to NW Lower Bridge Way project. The total Project cost, including
engineering and construction, is estimated to be $4,280,000.
RFP packets are available on the Deschutes County website at:
https://www.deschutescounty.gov/rfps. Consultants intending to submit proposals must
register on-line when retrieving the RFP packet.
The consultant selection process will be carried out according to ORS 279C.110 and
Deschutes County Code. Submittals are due by 2:00 PM on January 16, 2026.

SECTION 1: STATEMENT OF PROJECT
Introduction
Buckhorn Rd is a north-south collector roadway located west of the City of Redmond, Oregon. The roadway
connects rural communities between Terrebonne and Sisters to OR Highway 126 (OR 126), as well as
provides access to recreational opportunities on public lands within the area. Buckhorn Rd has an estimated
Average Daily Traffic (ADT) of 303 vehicles per day (2021). The Project location is indicated on Figure 1,
which is attached hereto.
Within the project limits, the roadway is presently surfaced with crushed rock and has a variable width
ranging from 22 to 26 feet. The roadway has historically been maintained by motor grading and dust
abatement. In its present condition, the road also does not meet County minimum standards for a collector
roadway. The Buckhorn Rd: M.P. 1.6 to NW Lower Bridge Way improvement project has been identified in
the County’s 2020-2040 Transportation System Plan (TSP) as a Medium-Priority project (Project F-2), and
is part of a two-phase project to improve the entirety of Buckhorn Rd between OR 126 and NW Lower
Bridge Way. The first phase, between OR 126 and M.P. 1.6, is approved for funding under the Federal
Lands Access Program (FLAP) discretionary grant program, and will be delivered separately by Western
Federal Lands Highway Division (WFLHD).
Improvements to Buckhorn Rd will generally include modernizing the roadway to County collector roadway
standards by constructing a 28-foot asphaltic concrete roadway to accommodate shoulder bikeways with
two-foot aggregate shoulders. Other improvements such as new signage, pavement markings and roadside
barrier will also be included. It is anticipated that rock slope stabilization and/or retaining walls will be
required to accommodate the proposed roadway cross-section along certain segments of Buckhorn Rd
within the project limits.
Deschutes County Road Department (“Department”) has obligated $4,280,000 in County funds for the
Buckhorn Rd: M.P. 1.6 to NW Lower Bridge Way roadway improvement project in the Department’s 2026-
2030 Capital Improvement Plan (CIP) with the goal of completing construction of the project by December
31, 2027.
The Department seeks the services of a qualified engineering consultant team (“Consultant”) to provide
preliminary engineering services, including design and surveying. Specifically, work will consist of the
Consultant delivering Public Improvement construction plans and specifications in addition to the following
services:
1. Surveying Services - The Consultant shall provide all labor, equipment and materials to prepare
mapping and complete the design of all elements of the project. The Consultant shall:
a. Perform research of existing records
b. Establish a horizontal control network
c. Establish a vertical control network
d. Conduct a topographic survey
e. In coordination with the County Surveyor:
i. Recover and tie monuments of record
ii. Resolve road centerline alignments and road rights-of-way
iii. Prepare and file a Recovery and Retracement Survey Map
iv. Prepare the right-of-way base map
2. Design Engineering Services - The Consultant shall provide all labor, equipment and materials for
the development of engineered Public Improvement Plans. The Consultant shall:
a. Prepare a geotechnical design report that will include:
i. Feasibility analysis of retaining walls/rock slope excavation & stabilization required
to construct a new roadway prism within the existing right-of-way, based on
geotechnical site characterization.
ii. Retaining wall and/or rock slope stabilization design alternatives.
iii. Planning level cost estimates for each design alternative.

iv. Findings and recommendations for a preferred design alternative based on cost,
constructability and right-of-way constraints.
v. Feasibility of salvaging existing roadbed materials within the new roadway prism.
b. Utilizing AASHTO, ODOT, MUTCD, and other applicable industry standards and best
practices, produce road improvement plans for the selected improvements, including 30%,
90% and 100% plan sets for the preferred alternative, and refined construction cost
estimates with each submittal.
i. Note: Design of roadway and appurtenant features shall be based on most current
adopted guidance, in conjunction with applicable local or state supplements.
c. Design storm water runoff control and treatment per the Central Oregon Storm Water
Manual. Identify necessary improvements to existing storm water facilities, if present.
d. Develop temporary traffic control plans for the construction phase of the project.
e. Prepare Project special provisions in reference to the latest edition of the Oregon Standard
Specifications for Construction. The County shall provide template documents in Microsoft
Word format to assist in the preparation of the Special Provisions.
f. Provide an engineer’s construction cost estimate and complete bid schedule for the project.
g. Provide appropriate construction period services necessary to answer all project-related
questions as well as review contractor requests for information (RFIs) and submittals, as
needed.
h. Determine if there will be any utility design and relocation required as part of the project,
including, but not limited to, underground and overhead power and communication line
relocation, canal piping, and any other utilities that fall within the project limits. Coordinate
relocated and new utility alignments within the Plans and Special Provisions as necessary.
i. Prepare a Design Technical Memorandum to document criteria used for engineering
design. This may include justification for any necessary deviation from criteria set forth by
state or federal engineering design standards (e.g. ODOT, AASHTO, MUTCD, etc.) or by
Deschutes County Code. The County anticipates that design exceptions may be required
based on site-specific constraints.
j. Note:
i. Road and other project components shall generally be designed to current
AASHTO and Deschutes County standards and specifications.
ii. Contract Documents shall incorporate the most current Oregon Standard
Specifications for Construction anticipated at the time of bidding and applicable
Deschutes County and ODOT standards.
3. Construction Engineering Services - The Consultant shall provide all labor, equipment and
materials to provide appropriate construction period services necessary to answer all project
related questions as well as review the contractor’s product submittals.
General Specifications and Expectations
1. Pre-Design: Consultant and appropriate subconsultants shall attend pre-design meeting with the
County to finalize a specific scope of work for the project to finalize a contract with the County for
design services.
2. Construction Plans: Prepare construction drawings for the above-defined scope of work. Drawings
shall be complete and correct working drawings and shall be in conformance with current
Deschutes County Standards and Specifications and other applicable industry standards.
a. The Consultant shall coordinate with utilities such as irrigation, power, natural gas, phone
and cable and incorporate relocation designs from each respective utility company into
construction drawings as required.
b. The drawings will be prepared by obtaining existing system information from the County
and by field surveying to show existing features. Horizontal and vertical control shall be
based on the Central Oregon Coordinate System. Drawings will show physical features,
and will include legal boundaries, tax lots, and identifying tax lot information.
c. The intent of the drawings is to provide detailed information for construction by a contractor
selected through the competitive bidding process by Deschutes County.

3. Special Provisions: Prepare technical specifications.
a. The County will provide the Consultant with boiler-plate specifications (in Microsoft Word
format) from a typical project for use in this Project.
b. Technical specifications will include, but are not limited to, general and special
requirements, material and testing requirements, special construction instructions, project
closeout and cleanup, surveying (construction staking), construction and other
specifications as necessary.
4. Plan Review: Submit draft and final drawings with specifications to the Deschutes County Road
Department and other impacted utilities, if necessary, for review. County will pay for any applicable
design review fees. Consultant will contact and coordinate with each agency to expedite the review
process. It is expected that the selected Consultant would meet with County staff and other
agencies on a regular basis to review progress and refine draft design concepts.
5. Final Plans: Prepare final drawings and specifications by revising draft versions as necessary from
review comments. Provide an illustrative single page (11 x 17) exhibit drawing of the final layout
for use in public meetings and presentations.
6. Contract Documents: Provide Contract/Bid Documents (drawings and specifications) to the
Deschutes County Road Department for use during bidding. The final documents will include bid
quantities in the proposal based on take-offs from the design drawings. Provide an electronic
printer-ready (pdf) set of final plans in 11 x 17 sheet size in vector format, as well as a supplemental
roadway cross-section exhibits at 50-foot intervals for use during construction.
7. Control: Provide survey control data consisting of traverse control points with known X, Y, and Z
coordinates. The points shall be 5/8-inch rebar with horizontal and vertical information and shown
on the construction drawings. This information is to be used for construction and shall be located
sufficiently out of the proposed construction zone, yet readily available to the Contractor and the
Surveyor providing construction staking.
8. 3D Elevation Model: Provide digital three-dimensional elevation models of existing ground and
proposed improvements in LandXML or similar format.
9. Project Budget: The project currently has a budget of $4,280,000 for preliminary engineering, right
of way, and construction.
10. Design Timeline: The Road Department will require up to fifteen (15) business days to review draft
design submittals. It is anticipated that the consultant will meet with the County to provide progress
reports and address design issues on a periodic basis (monthly) throughout the design process.
The consultant should plan for a meeting with County representatives up to eight (8) times during
the development and approval process of the plans, including but not limited to:
a. Initial project meeting with appropriate attendees;
b. 30% completion review meeting;
c. 90% review meeting, prior to final submittal; and
d. Pre-construction meeting
SECTION 2: PROPOSAL PREPARATION, SCHEDULE, CRITERIA AND REVIEW
There will be no mandatory pre-proposal meeting. All questions shall be made in writing via email to Blaine
Wruck, Sr. Transportation Engineer (blaine.wruck@deschtuescounty.gov) by 2:00 p.m. PST on January
2, 2025. Faxed requests for information will not be accepted. Responses to questions will be made in
writing as soon as practical and no later than January 9, 2026.
