Project Overview
A. Project Description
Brown Hall Student Success Hub Project
Note: This project is located in the currently named "Delaware Hall" building. By the time this project in underway the
name of the building will have officially been changed to "Brown Hall." For this reason, the project and location will be
referred to as "Brown Hall" in this RFQ and project documents.
Columbus State Community College (the college") seeks to transform the first floor of Brown Hall into a dynamic Student
Success Hub that serves as a welcoming destination for students to connect, collaborate, access support services, and
engage with the campus community. Funded through Franklin County bond proceeds, this project represents a significant
investment in student experience and the College's commitment to student success.
The project encompasses approximately +/- 52,250 square feet and includes the renovation and repurposing of existing
classrooms, administrative offices, a large lecture space, and the building's gymnasium. The College envisions a vibrant,
student-centered environment that combines academic support services with informal gathering, study, and collaboration
spaces. The transformation of these existing spaces will create a destination that encourages students to remain engaged
with the College, connect with peers and staff, and access resources that support their academic and career goals.
Phase 1 (The Student Success Hub), +/- 35K SF, is anticipated to house functions such as Academic Advising, Career
Services, and the Transfer Center, while providing flexibility to evaluate additional student-facing services through a
comprehensive programming process. Rather than focusing on transactional services, the project seeks to create an
environment where students can easily access guidance, build connections, and receive support throughout their
educational journey. While some student service functions are expected to remain in their current locations, the Student
Success Hub will serve as a highly visible and accessible resource for ongoing student support and success.
The College envisions a variety of spaces that support both individual and group activities, including study areas,
collaboration zones, gathering spaces, meeting rooms, and areas dedicated to student organizations and affinity groups.
Retail opportunities, such as a bookstore function or campus merchandise location, may also be incorporated into the
project, along with vending and other amenities that support student use of the space. The overall goal is to create a
highly engaging environment that promotes student interaction, fosters a sense of community, and strengthens student
persistence and success. The College currently refers to the project as the Student Success Hub; however, the project
programming process will help define the long-term vision, identity, and character of the space.

Phase 2 (Program TBD but anticipated to consist of additional student support services and academic spaces.) +/- 17,500
SF construction cannot commence until Spring semester 2029 when the occupants of this space are relocated. This
planning for this area will primarily be focused on requirements to address a comprehensive building experience with the
Phase 1 program, building deferred maintenance and any related entry sequence considerations.
The College seeks an Architect/Engineer with demonstrated experience planning and designing higher education student
success centers, student unions, learning commons, and student engagement spaces. The selected firm will play a critical
role in facilitating stakeholder engagement, leading visioning and programming exercises, sharing lessons learned from
peer institutions, and helping the College define the optimal mix of services and spaces necessary to create a
transformative student-centered environment. Successful teams will demonstrate the ability to engage diverse stakeholder
groups, build consensus around a shared vision, and translate that vision into a Program of Requirements that provides
flexible, welcoming, and impactful facility that supports student success for years to come.
The College has assembled a leadership stakeholder team tasked with reimagining how the College delivers student
services within this space. They will be transforming and modernizing practices to provide best in class student support
services. This project represents more than an opportunity to provide better space, but an opportunity to assist the
College in defining the problem as much as the solution. To reimagine how students are supported moving forward.
This project is central to the college's mission to make help unavoidable.
With the backing of Franklin County voters, the college plans to make this significant investment in bond proceeds from
Issue 21 into capital needs to support student success through improved academic spaces that align with the college's
curriculum while simultaneously addressing deferred maintenance issues.
Areas of Brown Hall anticipated to be a part of the renovation project:
+/- 17,250 SF Floor 1 West - Phase 1
+/- 10,000 SF Floor 1 East (prev. gym) - Phase 1
+/- 3,300 SF Floor 2 West classroom area (rms 202, 203, 204, 205, 206, 209, 211) - Phase 1
+/- 4,200 SF Floor 2 East (prev. gym mezzanine) - Phase 1
+/- 17,500 SF Floor 1 & Mezz East (prev. Automotive) - Phase 2
+/- 52,250 SF TOTAL
The renovations to support the initial (Phase 1) Student Success Hub program is anticipated to be completed for Summer
2029 Semester with Phase 2 scope of work construction anticipated to commence directly after.
Limited core and shell modifications are anticipated to provide for enhanced campus visibility to the building entrances
from adjacent campus quad and parking areas.
Brown Hall has significant identified deferred maintenance issues that will need to be assessed and addressed
concurrently with the renovation. These include, but are not limited to: Switch Gear replacement, AHU replacements,
updated BAS controls, updated Fire Alarm and suppression systems, updated security and access control, domestic
water pump and boiler replacements, exterior window replacements, and ADA compliance updates.
Shortlisted teams will be provided with the following additional information in preparation for interviews:

* Diagram of spaces within Brown Hall under consideration for renovation.
B. Scope of Services
Upon award of the Agreement, commence by facilitating a robust visioning session and developing the Program of
Requirements.
The selected A/E, as a portion of its required Scope of Services and prior to submitting its proposals, will discuss and
clarify with the Owner and/or the Contracting Authority, the cost breakdown of the A/E Agreement detailed cost
components to address the Owner's project requirements. Participate in the Encouraging Diversity, Growth & Equity
(EDGE) Program as required by statute and the Agreement.
As required by the Agreement, and as properly authorized, provide the following categories of services: Program
Verification, Schematic Design, Design Development, Construction Document Preparation, Bid and Award Support,
Conformed Documents, Construction Administration, Post-Construction, and Additional Services of all types.
Refer to the Ohio Facilities Construction Manual for additional information about the type and extent of services required
for each. A copy of the standard Agreement can be obtained at the OFCC website at https://ofcc.ohio.gov.

During the construction period, provide not less than 16 hours (excluding travel time) on-site construction administration
services each week, including (1) attendance at progress meetings, (2) a written field report of each site visit, (3) on-site
representation comprised of the A/E and its consultant staff involved in the primary design of the project, all having
relevant and appropriate types of construction administration experience.
For purposes of completing the Relevant Project Experience Matrix in Section F of the Statement of Qualifications (Form
F110-330), below is a list of relevant scope of work requirements for this RFQ:
1. Academic student success, student union and student service spaces.
2. Previous experience with robust visioning, stakeholder engagement, benchmarking, and Program of
Requirement development in support of the College's vision and goals.
3. Deferred maintenance analysis, MEP Replacement design, HVAC systems, Fire Alarm systems, Fire Protection
systems, Chillers, Boilers, etc.
4. Wayfinding and Environmental Graphics design.
5. Experience with community college and non-residential diverse student populations.
6. Design and construction administration of Construction Manager at Risk contracts following State of Ohio/OFCC
requirements.
7. Cost estimating and scheduling of similar project types.
8. Renovation of existing buildings. Including exterior building envelope.
9. ADA review of existing conditions and design.

and an understanding of collaborative BIM processes, including but not limited to the State of Ohio BIM Protocol available
at the OFCC website at https://ofcc.ohio.gov.
Interested A/E firms are required to submit the Commitment to Participate in the EDGE Business Assistance Program
form in its Statement of Qualifications (Form F110-330) submitted in response to the RFQ, to indicate its intent to contract
with and use EDGE-certified Business(es), as a part of the A/E's team. The Intent to Contract and to Perform and / or
waiver request letter and Demonstration of Good Faith Effort form(s) with complete documentation must be attached to
the A/E's Technical Proposal. Both forms can be accessed via the OFCC website at https://ofcc.ohio.gov. The Intent to
Contract and to Perform form is again required at the Fee Proposal stage.
If the A/E firm intends to receive points for exceeding the EDGE Participation Goal, it must provide BOTH a completed
Commitment to Participate form AND a completed Statement of Intent to Contract and to Perform form signed by both parties
with its Statement of Qualifications.
For all Statements of Qualifications, please identify the EDGE-certified Business(es), by name, which will participate in the
delivery of the proposed professional services solicited in the RFQ.
Interested A/E firms must indicate on their Statement of Qualifications, the locations where their services will be
performed in the spaces provided or by attachment in accordance with the requirements of Executive Order 2019-12D
related to providing services only within the United States and the requirements of Executive Order 2022-02D prohibiting
purchases from or investment in any Russian institution or company. Failure to do so may cause their Statement of
Qualifications to be rejected.
J. Submittal Instructions
Firms are required to submit the current version of Statement of Qualifications (Form F110-330) available via the OFCC
website at https://ofcc.ohio.gov.
Electronic submittals, if requested, should be combined into one PDF file named with the project number listed on the
RFQ and your firm's name, followed by "SOQ". Use the "print" feature of Adobe Acrobat or similar software for creating a
PDF rather than using a scanner. If possible, please reduce the file size of the PDF. In Acrobat, go to Advanced, then
PDF Optimizer. Electronic submittals are limited to a maximum file size of 25 MB.
Paper copies of the Statement of Qualifications, if requested, should be stapled only. Do not use special bindings or
coverings of any type. Cover letters and transmittals are not necessary.
