LEGAL NOTICE
INVITATION FOR BIDS
LOCKSMITH SERVICES

NOTICE TO BIDDERS

The Brockton Housing Authority is soliciting sealed bids from qualified persons, firms or
corporations to provide Locksmith Services to be performed at various building sites located
throughout the City of Brockton.

The term of the contract shall be for three (3) years with the ability to renew the contract for two
(2) additional years in one (1) year increments. The estimated contact value is $75,000.00 per year
for an estimated contract value of $225,000.00

Specifications are available at www.brocktonhousingauthority.com under the "BID/QUOTES" tab.

All bids for this project are subject to the applicable public bidding laws of Massachusetts, including
M.G.L. c. 149, as well as provisions outlined in the Department of Housing and Urban Development
(HUD) handbook 7460.8 REV 3 which conform to Sections 200.317-200.326.

Attention is directed to the minimum wage rates to be paid as determined by the Executive Office of
Labor and Workforce Development, Department of Labor Standards under provisions of M/G/L/ c.
149, Section 26 to 27H inclusive, and the Davis Bacon and Related Acts as determined by the US
Dept. of Labor.

The contract must adhere to federal, state and local regulations.

Bids shall be filed in the office of the Procurement Specialist, 45 Goddard Road, Brockton, MA
02301 on or before Wednesday, May 27, 2026 at 1:00 PM. Bids are to be submitted in a sealed
envelope on the pricing sheets contained in the bid document. If the bid is submitted on any other
form it will not be accepted as valid. Envelopes should be clearly marked, "IFB # 2026-12
LOCKSMITH SERVICES".

A Pre bid Conference and Site Inspection will be held for all interested parties on Thursday, May 7,
2026 at 9:00 AM. Bidders should report to Brockton Housing Authority, 45 Goddard Road,
Brockton, MA 02301. Attendance is recommended for all interested parties submitting a bid
package. This date and time will be the only opportunity to visit the sites prior to Bids being
submitted.

The last day for written questions is Monday, May 11, 2026 at 4:00 PM. Reponses will be emailed
to all Bidders on Record no later than Thursday, May 14, 2026 by 4:00 PM.

Bidders agree that their bids shall be made good and may not be withdrawn for a period of forty-
five (45) days, Saturdays, Sundays and legal holidays excluded after the opening of Bids,

The Brockton Housing Authority reserves all rights as to treatment of bids, including the right to
waive any informalities in, or reject any and all bids if deemed to be in the best interest of the
Brockton Housing Authority. The Brockton Housing Authority reserves the right to reject bids that
are incomplete, not properly endorsed or signed or otherwise contrary to these instructions as

PART 1, GENERAL INFORMATION AND REQUIREMENTS

1.1 PROCUREMENT DESCRIPTION

The Brockton Housing Authority (BHA) is requesting bids from qualified vendors for
Locksmith Services.

The Contractor shall provide comprehensive locksmith services and related supplies to
support the security needs of the Brockton Housing Authority. Services will include, but not
be limited to installation, maintenance, repair and emergency response for mechanical and
electronic locking systems across designated locations.

1.2 APPLICABLE LAW

All bids for this project are subject to the applicable public bidding laws of Massachusetts,
including M.G.L. c. 149 as amended as well as provisions outlined in the Department of
Housing and Urban Development (HUD) Handbook 7460.8 REV 3 which conforms to
Sections 200.317-200.326.

1.3. CONTRACT APPROVAL

Any contract that may result from this procurement shall be subject to the approval of the
Brockton Housing Authority.

1.4 INCORPORATION BY REFERENCE

All requirements, specifications, terms and conditions described in this bid shall be
incorporated by reference into any contract that may result.

1.5 RULE FOR AWARD

The contract will be awarded to the bidder whose bid is the lowest of those bidders
possessing the skill, ability and integrity necessary to the faithful performance of the work;
who shall certify that he/she is able to furnish labor that can work in harmony with all
other elements of labor employed or to be employed in the work; who shall certify that all
employees to be employed at the worksite will have successfully completed a course in
construction safety and health approved by the United States Occupational Safety and
Health Administration that is at least 10 hours in duration at the time the employee begins
work and who shall furnish documentation of successful completion of said course with the
first certified payroll report for each employee; who, where the provisions of section B of
chapter 29 apply, shall have been deemed qualified thereunder; and who obtains within
