INVITATION TO BID
1. This solicitation is officially posted on the County's website
https://lakecountyfl.gov/procurement-services exclusively.
1.1. Sealed bids will be received by the Office of Procurement Services until 3:00 p.m.
on June 25, 2026, for the furnishing of all services, labor, materials, and equipment
for the construction of the following project: Britt Road Reconstruction and Culvert
Replacement, Bid No. 26-711; Project No. 2026-05.
2. The Britt Road Reconstruction and Culvert Replacement Project is within Lake County.
This roadway reconstruction project is along Britt Road for approximately 260 feet.
2.1. Proposed improvements along Britt Road include roadway, embankment, and
drainage work. The project will address the washed-out section of Britt Road and
include grading upstream and downstream of the road crossing. New 48-inch
reinforced concrete pipe (RCP) culverts and inlets will be installed from Britt Road
east toward Lake of the Woods. A baffle box will be installed to provide water quality
treatment for runoff from the stormwater basin. An underdrain system will be
constructed to collect groundwater flow in the area. A U-endwall and riprap will be
installed at the pipe outfall location. The roadway will be reconstructed in generally
the same historic alignment and will include base preparation, stabilization, asphalt
paving, and pavement markings. The reconstructed roadway will also include
shoulders and swales.
2.2. Other construction elements include mobilization, maintenance of traffic, erosion
control, clearing and grubbing, regular and subsoil excavation, embankment
construction, and sodding. Signing and thermoplastic pavement markings will be
installed along the roadway corridor.
2.3. Plans, specifications and bid forms may be obtained at 26-711 Britt Road
3. A non-mandatory pre-bid conference will be held at Lake County Public Works, 350 North
Sinclair Avenue, Tavares, FL 32778 on May 28, 2026, at 11:00 a.m. Bidders are
encouraged to download and review the plans, specifications, and bid forms prior to the
non-mandatory pre-bid conference so that questions may be presented at that time.
4. Hand delivery of submittals will not be accepted. RESPONSES MUST BE SUBMITTED
THROUGH THE SOLICITATION RESPONSE PORTAL TO BE CONSIDERED -
https://procurement.lakecountyfl.gov/login. Responses will not be accepted if submitted
after the official due date and time.

4.2. Bids may be withdrawn prior to the date of opening, but no bids may be withdrawn
for a period of sixty (60) days after the date of opening of bids.

4.3. The Board of County Commissioners reserves the right to reject any or all bids, to
waive formalities, and to award the contract in the best interest of Lake County,
Florida.
4.4. All bids must be accompanied by a Bid Guarantee acceptable to the County Attorney,
which shall be one of the following; bid bond or letter of credit, in the sum of five
percent (5%) of the base bid and made payable to Lake County. Said bid bond or
letter of credit shall be a guarantee that should the bid be accepted, the bidder will,
within ten (10) days after written notice of the award of the contract, enter into a
contract with Lake County for the services proposed to be performed and will at that
time furnish an acceptable contract surety. Cash, company or personal checks will
not be accepted.
