INVITATION TO BID
BRINE LEASE
The Commissioner of State Lands will receive sealed bids for a state lease for the purpose of investing, exploring, prospecting, and producing brine from state owned mineral rights in Miller County and Lafayette County, Arkansas, until 10:00 a.m., Wednesday, June 17, 2026. The bids will be publicly opened and read aloud at 7003 Valley Ranch Drive, Little Rock, Arkansas 72223.
The following described lands in Miller and Lafayette Counties, Arkansas:
2,569.35 acres, more or less, being all that portion of the Red River that runs from the most northern portion of Township 16 South, Range 25 West following the river in a southernly direction to the most southwest portion of the river, abutting the far west line of Section 19, Township 18 South, Range 25 West, all being situated in Miller and Lafayette Counties, Arkansas.

*Special Conditions:
1. No surface operations permitted.
2. Best Management Practices must be followed.
3. Lessee must obtain and comply with any permits required by the Arkansas Department of Energy and Environment, Division of Environmental Quality (DEQ), the U.S. Army Corps of Engineers, and any other state or federal agencies having jurisdiction over the premises. Lessee shall adhere to the mitigation hierarchy (avoid, minimize, and compensate) regarding impacts to jurisdictional wetlands and streams during exploration and extraction activities. All compensatory mitigation shall be implemented in accordance with current federal and state standards to ensure appropriate mitigation for the loss of aquatic functions and values.
The minimum acceptable bid shall include a bonus of $400.00 per net mineral acres, and a royalty as established pursuant to A.C.A. ยง 15-76-315 and the rules of the Arkansas Oil and Gas Commission.
The initial term of this lease shall be five (5) years, with the maximum term not to exceed twenty-five (25) years. Notwithstanding the foregoing, the lease shall terminate at the end of any annual period of the lease during which there is no actual production or injection of brine either from or into the land covered under the lease or acreage pooled therewith.
The Commissioner of State Lands reserves the right to reject any or all bids.
