| Bid Synopsis: |
The purpose of this document is to provide interested parties with information to enable them to prepare and submit a proposal for Brighter Futures Initiative (BFI) Substance Use Prevention Program services in counties and tribes in the Youth Services Regions 1, 2, and 4 -7. DCF has issued a separate Request for Proposal (RFP) for Milwaukee County (Region 3) (437003-G25-0002454); therefore, programs serving Milwaukee County are not eligible to submit a response to this RFP. A map of the regional boundaries for this Request for Proposal (RFP) can be found in Appendix 1, Youth Services Regions
BFI promotes healthy families and youth; school success for youth; youth safety in their families and communities; and successful navigation from adolescence to adulthood. The Initiative supports evidence-based prevention strategies and a positive youth development approach and focuses on the legislative outcomes set forth in s. 48.545, Wis. Stats., Brighter Futures Initiative. County agencies and tribal agencies are eligible to submit a response. Joint responses from two or more agencies will be accepted; however, the primary responder (lead agency) must be a county agency or tribe. The State as represented by DCF intends to use the results of this RFP to award multiple contracts for BFI Substance Use Prevention Programs.
