INVITATION FOR BIDS
Project Name: Bright Road Corridor Improvements & Emerald Parkway and Mount Carmel Roundabout
Project No. 22-031.1-CIP & 22-031.2-CIP
The City of Dublin Ohio will receive electronic bids for the materials and labor necessary for the construction of
Bright Road Corridor Improvements & Emerald Parkway and Mount Carmel Roundabout Project. Bids shall be
received by the City of Dublin via the Bid Express ® service at www.bidexpress.com until 10:00 A.M. local time
on Monday, February 26, 2024. Bid documents will not be available until 8:00 A.M. on Tuesday, January 17,
2024.
The City of Dublin may choose to not award the bidand bidders shall hold bids openuntil ninety days after
the bid opening. The work for which bids are invited consists of This project includes two related plan sets.
The Bright Road Corridor Improvements widen Bright Road to five lanes, providing a dedicated right turn lane
from Bright Road to Sawmill Road and a second northbound left turn lane from Sawmill Road to Bright Road.
Left turn lanes are also included for commercial driveways along Bright Road. The existing traffic signals along
Sawmill Road at Bright Road and at Billingsley Road are modified. The Emerald Parkway and Mount Carmel
Roundabout will provide access for the main entrance to the hospital on Emerald Parkway south of Bright Road.
Both projects include landscaping, bicycle and pedestrian facilities. Work consists of asphalt pavement, concrete
curb and gutter, resurfacing, concrete walk, asphalt path, storm sewer, street lighting, signal work, traffic
control, decorative retaining walls, and landscaping. The cost estimate for the Project is $7,000,000.00.

As a bidder, you must register, set up to bid, and review each solicitation you intend to bid electronically on
before bidding. Note: Navigation of the Bid Express service is FREE unless you select a solicitation for bidding
and complete your purchase.
Each bidder is required to furnish with its proposal a Bid Guaranty in accordance with Section 153.54 of the
Ohio Revised Code. Bid security furnished in Bond form shall be issued by a surety company or corporation
licensed in the State of Ohio to provide said surety.
Each proposal must contain the full name of the party or parties submitting the proposal and all persons
interested therein. Each bidder must submit evidence of its experience on projects of similar size and
complexity. The owner intends and requires that this project be completed by: September 15, 2025.
All contractors and subcontractors involved with the project will to the extent practicable use Ohio products,
materials, services and labor in the implementation of their project. Payment of Prevailing Wages is required
for this Project.
The City of Dublin reserves the right to accept or reject any or all bids, to waive any informalities or irregularities
in the bidding process and to enter into a contract with the bidder whom, in its opinion, offers the lowest and
best bid.
Each bidder must ensure that all employees and applicants for employment are not discriminated against based
on race, color, religion, sex, or national origin.
