Sealed bids will be received until 2:00 p.m. EST on Thursday, October 29th, 2026, at the Purchasing Office, City Hall, 135 E. Maumee Street, Adrian, MI 49221, for Bridge Maintenance in the City of Adrian. City Hall is located at 135 E. Maumee Street, Adrian.
The City of Adrian Standard Specifications for Construction consists of the Michigan Department of Transportation (MDOT) 2020 Standard Specifications for Construction and the Supplemental Specification for Errata to the 2020 Standard Specifications. The Michigan Department of Transportation 2020 Standard Specifications for Construction may be modified or supplemented by City of Adrian Special Provisions and/or MDOT Supplemental Specifications and Special Provisions that are included and made a part of the project proposal.
SPECIAL PROVISION
FOR
PROGRESS CLAUSE

Description. Work shall start according to the following for the City of Adrian bridge maintenance:
2027 Construction Start:
Work shall start by April 5, 2027 as agreed upon with the Engineer. In no case shall any work commence prior to the receipt of a formal Notice to Proceed.
All concrete work shall be substantially complete on or before June 13, 2027.
All contract work shall be completed on or before June 30, 2027.
The Contractor shall provide a detailed schedule for final restoration. Restoration schedule shall be subject to Engineer and Owner approval.
The contractor chosen for the work covered by this proposal will be required to meet with stakeholder representatives to work out a detailed Progress Schedule. The schedule for this meeting will be set after the bidder is determined.
The named subcontractor(s) for Designated and/or Specialty Items, as shown in the proposal, are recommended to be at the scheduled meeting if such items materially affect the work schedule.
The Mannik & Smith Group will arrange the time and place for a kickoff meeting.
The Progress Schedule shall include, as a minimum, the controlling work items for the completion of the project and the planned dates (or workday for a workday project) that these work items will be controlling operations. When specified in the bidding proposal, the date the project is to be opened to traffic as well as the final project completion date shall also be included in the Progress Schedule. If the proposal specifies other controlling dates, these shall also be included in the Progress Schedule.
Maintenance of Traffic
The City of Adrian shall provide road closures and local detours for bridge and approach work. The Contractor shall notify the City a minimum of five (5) Calendar Days before a road closure is necessary to complete work. The road closures and detours can only be implemented once and shall not be reinstated for the remainder of the project duration.
Work Day, Hour, and Other Work Restrictions Imposed
The work hours described may be modified or changed by the Engineer due to Holidays, Special Events, or Traffic Volumes.
Contractors' operations shall be limited by City of Adrian work time, noise, and dust ordinance unless approved by the Engineer in writing.
Monday - Friday, 7:00 AM to 7:00 PM
Saturday - Sunday, Upon a 72 hour notice and written approval.
No work or lane closures, unless approved by the Engineer, shall be performed during:
2026: Thanksgiving Day (from 3:00 pm Wednesday, November 25th to 6:00 am Monday, November 30th) Christmas Day (from 3:00 pm Wednesday, December 23rd to 6:00 am Monday, December 28th), and no work on the following holidays: Veteran's Day (November 11).
2027: New Year's Day (from 3:00 pm Thursday, December 31st to 6:00 am Monday, January 4th), Memorial Day (from 3:00 pm Friday May 28th to 6:00 am Tuesday June 1st), 4th of July (from 3:00 pm Friday July 2nd to 6:00 am Tuesday July 5th), and no work on the following holidays: Martin Luther King Jr. Day (January 18); Presidents' Day (February 15); Juneteenth (June 18).
The contractor chosen for the work covered by this proposal will be required to meet with stakeholder representatives to work out a detailed Progress Schedule. The schedule for this meeting will be set after the bidder is determined.

The undersigned, having full knowledge of the site, proposal, plans and specifications for the "Adrian Bridge Maintenance Priority 1 & 2" in the City of Adrian, Lenawee County, Michigan including the conditions of these Contract Documents, hereby agrees to furnish all services, labor, material, tools, equipment, transportation and incidentals necessary to perform the entire Work; to complete the contract by the date specified in the Instructions to Bidders and General Provisions, according to the Proposal, Plans and Specifications, and to accept in full, compensation for all work necessary to complete the project at the unit prices named below:

The City of Adrian reserves the right to accept or reject any or all bids and to waive any irregularities.
The City reserves the right to separate parts or award all parts together as necessary.
All bids must be firm for not less than 120 days after official opening of bids.
The City of Adrian has a local preference policy
No contract shall be made with any person, firm or corporation in default of the city.
