BRIDGE IMPROVEMENT PLANNING AND PREDESIGN. The City of Excelsior requests proposals for the St. Albans Bay Bridge Improvements Planning and Predesign. The bridge was constructed in 1941 and is eligible for inclusion on the National Register of Historic Places. The goal of this project is to complete an alternatives analysis, public engagement, and the National Environmental Policy Act (NEPA) process and prepare draft Environmental Documentation information for bridge improvements, which may include bridge rehabilitation or replacement. Proposals are to be submitted by 5:30 pm, Oct. 1 2025.
