The City of Newport News (the “City”) is seeking bids from qualified firms (the “Bidder” or “Contractor”) to furnish the goods and/or services described herein and bids will be received via the City’s e-Procurement Portal, OpenGov Procurement ( https://secure.procurenow.com/portal/nnva ), to be received no later than Friday, December 12, 2025 at 3:00 pm (local prevailing time).
The purpose of this Invitation for Bids (IFB) is to solicit bids to furnish/provide general maintenance, restoration and replacement of street and landscape brick pavers at various locations, streets and walk-ways throughout the City of Newport News as determined by the City’s Public Works Department, on an ‘as needed’ basis.
The City of Newport News, Virginia, maintains numerous pedestrian pathways, plazas, and public spaces that feature brick paver and concrete surfaces. These areas are integral to the City’s infrastructure, supporting safe and accessible pedestrian movement, as well as enhancing the aesthetic character of public spaces.
Over time, brick pavers and adjacent concrete surfaces are subject to wear, settlement, weathering, and other environmental impacts that can create uneven surfaces, trip hazards, or visual inconsistencies. Many areas also interface with handicap-accessible ramps, utilities, landscaping, and other public infrastructure, requiring careful coordination for maintenance and restoration.
Proper upkeep of brick paver and concrete surfaces ensures pedestrian safety, preserves accessibility, and maintains the visual and functional quality of public spaces. This requires regular maintenance, timely repair, and careful restoration to preserve the existing patterns, stability, and appearance of paver installations.
