The Town of Westerly (Town), Westerly, RI, acting through its Purchasing Department, is hereby
soliciting sealed bids for the above referenced Request for Proposal (RFP) and you are hereby
invited to submit a Proposal for the Scope of Work described in this Request for Proposal, in strict
accordance with the Bid Documents.
TERMS AND CONDITIONS
Bids shall be based on the Terms and Conditions as referenced in this Request for Proposal.
BID DUE DATE/SUBMITTING INSTRUCTIONS
BIDS ARE DUE and MUST BE SUBMITTED on the attached BID FORM, Attachments B, NO
LATER THAN 2:00 p.m., EST, February 4, 2026. A Bid submitted on other than the attached
BID BREAKDOWN FORM may be rejected. All bids will be opened publicly in the Westerly
Town Council Chambers. Envelopes containing bids must be sealed and addressed to the
undersigned, at the Purchasing Department, 2nd Floor office, Westerly Town Hall, 45 Broad St.,
Westerly, RI 02891 and must be clearly marked with the Name and Address of Bidder, Bid Due
Date and Time, and RFP Number and Title. Bidders must include one original copy and a digital
(soft) copy on a flash/zip drive of the Bid as defined in the Instruction to Bidders.
BIDDER’S QUESTIONS
Questions r e g ar d i n g this solicitation must be emailed and received by the Purchasing Agent
at ecardillo@westerlyri.gov no later than 12:00 p.m., EST January 27, 2026, in a Microsoft Word
attachment with the corresponding solicitation number. Questions, if any, and responses will be
posted on the Town of Westerly website at www.westerlyri.gov as an addendum to this
solicitation. Bidders are responsible for checking the Town’s website for all addenda
distributed in response to questions and requests for additional information.
SITE VISITS
Non-mandatory pre-bid visits are encouraged to all Bidders. Coordination for site visits shall be
arranged by contacting Zachary Morrison (Utilities Engineer) at 401-348-2594, or Kyle Zalaski
(Town Engineer) at 401-348-2562.
NOTE: No Bidders questions will be answered during any site visit. All questions must be
submitted in writing as directed above in the Bidder’s Questions section.

SPECIAL INSTRUCTIONS TO BIDDERS
1. Bidder shall base the Proposal on providing all materials and equipment, FOB jobsite.
2. Price must include a 5% Bid Bond and cost of Payment and Performance Bonds. The
successful subcontractor will be required to post a 100% Payment and Performance Bond.
3. As this is a Rhode Island Public Works Project, bidders shall note that their bid must be based
on Prevailing Wage. The successful bidder and its subcontractors must pay their workers at
the applicable prevailing wage rates (latest determination) for the various trades on a weekly
basis and submit certified weekly payroll as described in the Instructions to Bidders. Prevailing
wage rate schedules are available at the Rhode Island Department of Labor and Training
website at www.dlt.ri.gov. It shall be the responsibility of the Bidder to utilize the most current
version of the wage determinations.
4. Bidder’s prices shall include all Permits/Fees.
5. Quotes must be firm for a minimum of 120 days from the date of submission.
6. Field Visits Subcontractor shall confirm field measurements as part of the bidding process.
Bidders must satisfy themselves, by personal examination of the location of the proposed
work, and by such other means as they may prefer as to the actual conditions and
requirements of the work, and inform themselves fully of the conditions and requirements of
the work, and inform themselves fully of the conditions relating to construction and labor under
which the work will be or is now being performed, and this Contractor must employ, so far as
possible, such methods and means in the carrying out of this work as will not cause any
interruptions or interference with any other contractor and a minimum of inconvenience and
injury to other persons and property.
7. Bid Completeness Pricing submitted on this project must an all-inclusive price. The intent of
an all-inclusive Price is such that no Adds or Change Orders will be necessary.
8. This project is Tax exempt for Rhode Island Sales Tax and Federal Excise Taxes.
9. If the Bidder submits a supporting/additional document with their bid, that document must
include page numbers.
10. The Bidder is responsible for the scheduling of police details. The Bidder shall inquire of the
Westerly PD as to the number and time frame of police details required prior to scheduling.
The Westerly Engineering Department will receive invoices for the police details associated
with the project directly from the police department and will pay the police department directly,
for days when the Bidder is actively working on the project. Failure to cancel details which
results in billing will be the financial responsibility of the Bidder.
11. Envelopes containing bids must be sealed and addressed to the Purchasing Agent, Eileen
Cardillo, at the Purchasing Department, Westerly Town Hall, 45 Broad St., Westerly, RI 02891
and must be clearly marked with the Name and Address of Bidder, Bid Due Date and Time,
and RFP Number and Title. Bidders must include one original and a DIGITAL copy of the Bid
on Flash or Zip drive.
12. Projects will be awarded to one bidder. Project breakdown is for analysis and accounting only.

BIDDER CERTIFICATION FORM: Bidders must include, complete, and submit a Bidder
Certification Form with each bid proposal. See Appendix A.

The Town of Westerly reserves the right to reject any/all bids, waive any informalities in
the bids received, to increase or reduce the scope of work to meet budgetary limitations,
including other needs, and to accept and award the bid to the lowest qualified bid deemed
most favorable to the interest of the Town. This is an evaluated bid and will not be
awarded solely on price. See Appendix C for Evaluation and Selection criteria.

A) SCOPE OF WORK
Description of Project
The Town of Westerly is seeking bid proposals from qualified Contractors to perform
improvements to a portion of the existing drainage system located on Breach Drive
located in a coastal area of Westerly.
Background
Breach Drive is a paved dead-end road located within the Misquamicut section of
Westerly, Rhode Island. The road extends north approximately 1,820 feet from its
intersection with Atlantic Avenue and is located within a residential neighborhood that is
bound by the Weekapaug Breachway, and low-lying vegetated areas and wetlands
adjacent to the Winnapaug Pond. The road is relatively flat and ranges in surface
elevation from approximately 2 to 5 feet above sea level. Utility improvements located
within the Town right-of-way (ROW) include public water and stormwater drainage. The
public water improvements consist of a 6-inch diameter water main constructed of
polyvinyl chloride (PVC) pipe owned and maintained by the Town of Westerly Utilities
Department, including services to each property and two fire hydrants. The closed-circuit
stormwater drainage network contains four catch basins that span the central, low-lying
area of the road located between 32 Breach Drive and 38 Breach Drive. The stormwater
drainage discharges through a 12-inch diameter high density polyethylene (HDPE) pipe,
located within an easement area on the 39 Breach Drive property, to the outfall within the
stone embankment located on the western side of the Weekapaug Breachway.
In 2019, the Town completed improvements to the stormwater drainage network on
Breach Drive that included replacement of two catch basins located adjacent to 36 and
39 Breach Drive, replacement of approximately 167 linear feet of reinforced concrete pipe
(RCP) with HDPE pipe spanning between the two catch basins and the outfall location,
and installation of a new one-way valve at the drainage outfall. During installation of the
new stormwater outfall pipe, a 12-inch diameter corrugated metal pipe (CMP) was
encountered approximately 7 feet east of the catch basin located on the eastern side of
Breach Drive. The pipe was observed to be heavily deteriorated, was directed south and
parallel to Breach Drive, and was discharging water. Following observation of this

unknown pipe, further field investigation discovered two previously unknown catch basins
located within the driveway of 33 Breach Drive and the grass front yard of 32 Breach
Drive. Interior inspection of these catch basins was not conducted due to irremovable
frames caused by structural deterioration of the catch basins. The alignment of the
unknown pipe encountered during construction indicates that it connects to the catch
basin located within the driveway of 33 Breach Drive. A separate pipe, presumably CMP
and of either 8-inch or 12-inch diameter, spans between the catch basins at 33 Breach
Drive and 32 Breach Drive. Prior to completing the 2019 stormwater drainage
improvements, the Town directed the contractor to connect the unknown 12-inch CMP to
the new 12-inch HDPE pipe with a tee to sustain the existing drainage system.
Proposed Improvements
The project proposes removing and replacing the failed catch basin structures and pipe
of the stormwater drainage network on Breach Drive. The proposed improvements
include removing and disposing of the failing catch basins located at 32 and 33 Breach
Drive and the pipe located between these structures, cutting and capping the connection
(made in 2019) between the old CMP and new HDPE pipe, installing 2 new catch basins
within the roadway limits at locations adjacent to the failing structures, installing
approximately 25 linear feet of new 8-inch diameter ductile iron pipe between the two new
catch basins, and installing approximately 157 linear feet of new 8-inch diameter ductile
iron pipe between the proposed basin at 33 Breach Drive and existing catch basin at 39
Breach Drive.
The proposed locations of the replacement catch basins will shift to within the gutter line
at the edge of the paved roadway. The relocation of these structures will allow for
unobstructed access for routine maintenance, and alignment of the new pipe connecting
to the existing drainage structures that avoids trenching through the improved and
vegetated portions of property between 33 and 39 Breach Drive. The existing tee
connection between the CMP and HDPE pipe shall be cut, and a watertight cap shall be
installed on the HDPE pipe tee. Similarly, the existing CMP that enters the catch basin
at 33 Breach Drive shall also be cut and capped with brick and mortar. The proposed
piping located between the proposed and existing catch basins shall consist of watertight
8-inch diameter ductile iron pipe due to the limited cover between the pipe and final
surface grade. The proposed catch basins shall be constructed of precast concrete and
equipped with 2-foot sumps and 4-inch-thick frames and grates. Joints and penetrations
of the proposed catch basins shall be mortared on both the interior and exterior parts of
the catch basins. The failing structures proposed for replacement shall be removed and
disposed, the subsurface backfilled with compacted gravel or crushed stone, and the
surface restored to match the surrounding preexisting conditions. The failing CMP that
