Subject: Notice of Intent to Sole Source Award
Serological Automated Analyzers for the Diagnostics and Countermeasures Branch (DCB) at The Walter Reed Army Institute of Research (WRAIR)
The United State Army Medical Research Acquisition activity intends to negotiate on a sole source basis, in accordance with (IAW) FAR 13.5, with Bio-Rad Laboratories, Inc.
The Diagnostics and Countermeasures Branch (DCB) at the Walter Reed Army Institute of Research (WRAIR) provides human immunodeficiency virus (HIV) screening and supplemental confirmatory testing for U.S. Army and U.S. Military Entrance Processing Command (MEPCOM) accession candidates, U.S. Army Soldiers and their beneficiaries, and sister services; the U.S. Navy and U.S. Air Force including Dover Air Force Base, Armed Medical Examiner System, upon request.
The purpose of this requirement is to provide the leasing, installation, and validation of serological automated analyzers with uninterrupted power supply (UPS) backup systems to include all applicable maintenance and repair services. This requirement shall include all applicable reagents, consumables, and instrument preventive maintenance, repair, and re-calibration
Objectives:
The objective of this requirement is to establish an Indefinite Delivery, Indefinite Quantity (IDIQ) contract upon which orders can be issued for the lease, installation, validation, and user training for serological automated analyzers with UPS backup systems. In addition, should equipment require relocation from Silver Spring, MD to Fort Detrick, MD, the contractor shall provide services to remove, relocate, install, and calibrate all Bio-Rad equipment supported under this contract. This shall meet the requirement’s Statement of Work (SOW) and the Minimum Essential Characteristics (MECs).
Support includes maintenance by OEM licensed and certified technicians.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. Responsible, interested parties may identify their interest by submitting capability information, in writing, by 2:00 p.m. EST, Tuesday, 1 April 2025 to Ms. Brenda Mena at brenda.i.mena.civ@health.mil . Supporting evidence must be furnished in sufficient detail to demonstrate the firm’s ability to provide the stated capability.
Responses will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, USAMRAA will proceed with the sole source contract.
